On behalf of the Lawrence Municipal Airport(the"Applicant"),McClure respectfully submits this Memorandum in support of
the application for a Site Plan Review Special Permit pursuant to Article 8,Part 3(§§195-8.10 through 195-8.16)and§195-
10.7(A)of the Town of North Andover Zoning Bylaw(the"Bylaw").The Project Site is Located at 492 Sutton Street,North
Andover,Massachusetts,within the Industrial 2(1-2)Zoning District,identified on the Town Assessor's Map as Map 34A,
Block 75,Lot 1 B,recorded at the Essex North Registry of Deeds at Book 673,Page 401.

I�L DESCRI�PTI�ON OFInI'THE PROJECT AND SI�TE
The subject property is a 400+acre parcel owned and operated by the Lawrence Municipal Airport Commission,comprising
the entirety of Lawrence Municipal Airport(LWM),including airside and landside operations and tenant and leasehold
facilities.The property and campus are substantially developed with numerous existing buildings,structures and
infrastructure improvements,and is home to a variety of existing mixed commercial uses in addition to the airport operations.
The main entrance and primary address for the airport property is 492 Sutton Street and the property is designated on the
Town Assessor's Maps as Map 34A,Block 75,Lot 1 B.The site fronts Sutton Street with approximately 1,290 Linear feet of
street frontage. Access to the property is provided from Sutton Street by Terminal Road. The Commission proposes the
demolition of the 1950s-era single-story Administration Building and construction of a new Administration BuiLdiLng and
associated site improvements.
Zoning and Dimensional Compliance
The property is Located within the Industrial 2(1-2)Zoning District.Permitted uses include the following:Business,
professional,and other offices,Retail and food uses if they are accessory to the principal use and primarily intended to service
the principal use. As demonstrated in the Zoning Table on the Permit Plans,the project complies with all applicable
dimensional requirements within the 1-2 Zoning District.
Description of the Proposed Project
The Project consists of the complete demolition of the existing Administration Building and construction of a new one-story,
7,069-square-foot Administration Building on substantially the same footprint. The building will contain airport administration
office space and conference facilities,tenant office space,and kitchen/dining space for a future restaurant tenant. These
uses are consistent with the current uses in the existing building.The building is designed by Fennick McCredie Architecture in
compliance with FAA and MassDOT Aeronautics Division standards.

Site improvements include reconstruction of a portion of the adjacent bituminous concrete parking area;new and
reconfigured circulation,curbing,and walkways fully compliant with ADA/AAB requirements;new and relocated underground
utility services(water,sewer,electric,gas,communications);a relocated fire hydrant;drainage and stormwater management
improvements,and landscaping improvements.
Parking
Parking is provided per the Bylaw parking schedule.The building contains restaurant space(2,539 SF x 15.0/1<SF=39
required spaces)and office/business use(4,534 SF x 3.0/KSF=14 required spaces),totaling 53 code-required spaces.The
Applicant requests parking relief to reduce the office-use requirement from 14 to 7 spaces based on actual airport operational
characteristics,yielding a required total of 46 spaces with relief.Forty-six(46)spaces are proposed.Five(5)spaces(10%of
total)are designated EV-Ready per the Massachusetts Stretch Energy Code.
Traffic Study Waiver Request
The Applicant requests a waiver from the Traffic Study requirement.The Project replaces an existing building of identical uses
(airport administration offices,tenant offices,and restaurant)with a marginally larger facility.No new use is introduced and no
meaningful change in trip generation is anticipated.The existing Sutton Street access is unchanged;no new curb cuts are
proposed.The Vehicle Turning Movement Plan(Sheet C601)confirms full North Andover Fire Department apparatus access
throughout the site.
Utilities
The site is currently served by Town of North Andover municipal water and sewer.Proposed utilities include:3-inch domestic
water service and 4-inch fire protection service connected to the existing DI water main;sanitary sewer service connected to
the existing sanitary main;kitchen waste discharged through a new 1,500-gallon concrete grease interceptor;Eversource gas
service for future restaurant tenant;and underground electric and communications ductbanks.All new lines are installed
underground per Bylaw§195-8.15(C)(4).
Stormwater Management
The stormwater system is designed to meet the Massachusetts Stormwater Management Standards and North Andover
Chapter 250 regulations.It consists of low-impact improvements including a small stormwater basin to manage peak flows
resulting from offsite runoff over the project site,vegetated detention areas within the main parking island,and pollutant
removals achieved by a manufactured cartridge filtration system prior to discharge into the existing downstream drainage
system.All new catch basins have 4-foot sumps and outlet hoods.Construction-period erosion and sedimentation controls
include perimeter compost filter tubes and catch basin inlet protection. A complete Stormwater Management Report with
hydrologic calculations is submitted with this application.
The Application instructions require individual attention to each of the following eleven general welfare criteria.The
Commission respectfully submits that the Project satisfies each.
1.Encouraging the Most Appropriate Use of Land
The subject property has operated as a public-use general aviation airport for more than 90 years.The 1-2 Zoning District is the
most appropriate classification for airport operations,and the use is long-established and permitted.The proposed
Administration Building replaces a functionally obsolete 1950s structure with a modern facility supporting those same airport
operations.No new use is introduced and no major expansion of the airport footprint is contemplated.
2. Preventing Overcrowding of Land
The 7,069-square-foot building sits on a 400+acre parcel.The FAR and lot coverage increases are 0.0014%,de minimis at
this scale.All proposed setbacks dramatically exceed 1-2 minimum requirements.The reconstructed parking area provides 46
organized spaces with lawn/open space areas,curbing,and defined pedestrian circulation.There is no overcrowding of land.

3.Conserving the Value of Land and Buildings
The Project replaces a deteriorating mid-20th-century building with a modern,code-compliant facility designed by a licensed
Massachusetts architect.The new building,reconstructed parking area,improved site circulation,new utility infrastructure,
and exterior improvements will substantially improve the appearance and functionality of the public-facing portion of the
airport campus.
4. Lessening Congestion of Traffic
No new use is introduced and no substantial increase in vehicle trips is expected.The Project maintains the existing primary
Sutton Street access without adding curb cuts.Internal site circulation is redesigned for improved clarity with defined drive
aisles,a reconstructed parking area,and pedestrian routes separated from vehicle paths.A traffic study waiver is requested
on the grounds that the use is identical to the existing use.
5. Preventing Undue Concentration of Population
The proposed use is airport administration and associated office and restaurant space,not residential.Occupancy will be
limited to administrative staff,tenants,and restaurant patrons.The 400-acre campus has more than enough capacity for the
occupancy of a 7,000 square-foot office and restaurant building
6. Providing Adequate Light and Air
The new building stands 199-699,well below the 55-foot 1-2 maximum.Setbacks of 563+feet at the front,1,306+feet on the
sides,and 3,407+feet at the rear ensure no meaningful impact on light or air reaching neighboring properties.The extensive
open airfield provides ample natural light and ventilation.
7. Reducing the Hazards from Fire and Other Danger
Plans demonstrate successful fire apparatus access using the current North Andover Fire Department vehicle profile.A new
4-inch FDC and 4-inch fire protection service line connect to the 6-inch water main.The relocated fire hydrant is positioned
per applicable requirements.The building will be designed and constructed per the Massachusetts State Building Code and
all applicable fire protection standards.
8.Assisting in the Economical Provision of Transportation,Water,Sewerage,Schools,Parks,and Other
Public Facilities
Lawrence Municipal Airport is itself a public transportation facility.The Project directly supports its continued,economical
operation.All connections are to existing municipal water and sewer infrastructure;no new main extensions are required.All
utility work is coordinated with the Town of North Andover Water&Sewer Department.The administrative and restaurant
uses generate no demand on schools or parks.Construction phasing maintains continuous emergency aviation services.
9.Controlling the Use of Bodies of Water,Including Watercourses
No wetland resource areas as defined under MGL c.131,§40 or the North Andover Wetlands Protection Bylaw(Chapter 190)
are present within the limits of work,and no buffer zone is implicated.Accordingly,no Notice of Intent to the NACC is
required.The stormwater management system directly protects downstream water quality,including the Lake Cochichewick
watershed recognized as a critical area under the Massachusetts Stormwater Standards.
10.Reducing the Probability of Losses Resulting from Floods
The proposed Administration Building is located outside any FEMA-mapped Special Flood Hazard Area.The finished floor
elevation of 155.20 NAVD88 is above surrounding grades.The stormwater system attenuates peak runoff through detention,
infiltration,and treatment prior to discharge.The drainage system is designed per Massachusetts Stormwater Standards for
the 2-, 10-,and 100-year events.All structures are designed for HS-20 loading and flotation resistance.
11. Reserving and Increasing the Amenities of the Town
Lawrence Municipal Airport is a longstanding community asset providing regional transportation,emergency aviation
operations,and economic vitality along the Sutton Street corridor.The new Administration Building replaces a functionally
obsolete structure with a professionally designed modern facility.Concrete sidewalks with ADA-compliant curb ramps,
detectable warning panels,a relocated flagpole with uplighting,and landscaping will significantly improve the aesthetic
quality of the public-facing campus.The future restaurant tenant space continues an existing community amenity.

Before issuing the requested Special Permit,the Planning Board as Special Permit Granting Authority must make five
affirmative findings pursuant to Bylaw§195-10.7(A).
1.The Specific Site Is an Appropriate Location for Such a Use,Structure,or Condition
The parcel has operated as a public-use general aviation airport since 1934.The 1-2 District accommodates airport operations
as a permitted use.The Airport occupies over 400 acres with extraordinary setbacks from all lot lines.The proposed building
occupies a small envelope within the existing developed portion of the campus,replacing a structure that has occupied
substantially the same location for decades.No site in the region is more appropriate for the airport administration building.
2.The Use as Developed Will Not Adversely Affect the Neighborhood
The proposed use(airport administration offices,tenant office space,and a restaurant)is identical to the existing use.No new
use is being introduced.Controlling setbacks from neighboring properties remain unchanged.The reconstructed site
improvements will demonstrably improve the character and appearance of the property as perceived from Sutton
Street/Terminal Road.Construction will be phased to minimize disruption,with the Airport Manager and Fire Department
notified 48 hours in advance of any access changes.
3.There Will Be No Nuisance or Serious Hazard to Vehicles or Pedestrians
The Project eliminates potential hazards through organized site design.The parking area features compliant parking
dimensions,clear drive aisles,and a defined traffic flow pattern with appropriate signage and markings.All pedestrian paths
are over 5 feet in width with ADA-compliant routes.Sight distance at the existing Sutton Street access is unchanged.
4.Adequate and Appropriate Facilities Will Be Provided for the Proper Operation of the Proposed Use
The Project provides all facilities necessary for proper operation. Airport administration staff are accommodated with
adequate facility access and egress,secure fencing is provided and compliant with FAA regulations,46 parking spaces
including accessible and 5 EV-Ready spaces;ADA-compliant pedestrian access from parking to the building entrance;
municipal water and sanitary sewer with 1,500-gallon grease interceptor for future restaurant tenant;underground electric,
gas,and communications;maintained refuse area;and a fully engineered stormwater management system.
5.The Use Is in Harmony with the General Purpose and Intent of the Bylaw
Replacing an aging administration building with a modern,fully code-compliant facility is in harmony with the Bylaw's stated
purpose under§195-8.10(A):protecting the health,safety,convenience,and general welfare of the Town's inhabitants.The
Project improves the existing developed site without expanding the overall airport footprint;replaces obsolete infrastructure
with code-compliant systems;introduces no new use or traffic;provides stormwater management protecting downstream
water quality;and improves the building's appearance.

A.General(§195-8.15(A))
Conformance with all with all appropriate provisions of the Zoning the Zoning Bylaw
As demonstrated in the Zoning Compliance Table above and on Sheet C102,the proposed Administration Building and all
associated site improvements comply with dimensional requirements of the 1-2 District.A parking relief request is included
for the office component,supported by the Airport's operational characteristics described in Section I.D.
Protection of of abutting properties from detrimental site characteristics

Setbacks of 563+feet at the front,1,306+feet on the sides,and 3,407+feet at the rear ensure no adverse effect on abutting
properties.Construction impacts are managed through phased operations,erosion controls,and advance notification.

B. Environmental(§195-8.15(B))
Protection of unique or important natural,historic,or scenic features
No unique natural,historic,or scenic features have been identified within the limits of work.The existing landscaped
monument and flagpole are being salvaged and relocated rather than demolished,preserving their commemorative character
on site.
Adequacy of proposed methods of refuse disposal
The property is in operation today and utilizes an enclosed refuse area which is located conveniently for the office staff and
restaurant tenant. The existing enclosure will be maintained for the proposed use.
Ability of sewage disposal and water supply systems to serve the proposed use
The site is served by Town municipal water and sewer.Utility service relocations and/or new connections are detailed in the
plans and are coordinated with the North Andover DPW.
Adequacy of the proposed drainage stem
The stormwater management system described in Section I.G satisfies Massachusetts Stormwater Management Standards 1
through 10 and North Andover Chapter 250.A complete Stormwater Management Report with hydrologic calculations is
submitted with the application.
Provision of adequate landscaping,screening,street trees,and buffers
Landscaping is limited to the requirements for the stormwater management system to function as designed. A waiver from
full compliance of the Landscape section of the bylaw is requested due to the sensitivity of wildlife inhabiting areas under FAA
regulations. Additionally,the parking lot is a retrofit of an existing parking facility and landscaping has been proposed where
feasible within an existing reconstructed landscape island. The Landscape Plan specifies native-species for the vegetated
stormwater detention area. Loam and seed are proposed in all disturbed areas.
Adequacy of the erosion and sediment control plan
The Erosion and Sediment Control Plan provides a stabilized construction exit detail,perimeter compost filter tubes around
the site disturbance,and catch basin inlet protection at all inlet drainage structures.The Civil Notes include a multi-step
erosion control protocol compliant with the Massachusetts Stormwater Handbook and NPDES Construction General Permit.
Protection of adjacent properties from lighting intrusion
Proposed lighting is limited to outdoor wall sconce lighting on the exterior of the proposed building. Existing pole mounted
lights will remain on Terminal Road. There will be no change to light levels at any adjacent properties as a result of this
project.
No demonstrable adverse impact from noise,dust,smoke,or vibration
Airport administration offices and a restaurant generate no industrial noise,dust,smoke,or vibration above the ambient levels
already present at an active general aviation airport,consistent with the established 1-2 District character.Construction-
period impacts will be managed through dust suppression,restricted work hours,and Airport Manager coordination.
Minimization of clearing and disturbance
The limits of disturbance are confined to the existing developed area surrounding the Administration Building and its parking
lot,all areas already substantially paved or disturbed.The Demolition Plan(Sheet C101)identifies a single 10-inch tree for
removal.The bioretention swales introduce new native plantings enhancing the ecological value of the site.
Incorporation of sustainability and resiliency principles(§195-8.15(B)(10))
Five EV-Ready parking spaces(10%of total of 46)comply with the Massachusetts Stretch Energy Code.The stormwater
system constitutes green infrastructure managing runoff through natural conveyance and infiltration on a very hydrologically-
constrained site.All utility lines are underground.Native species specified for vegetated parking island require no
supplemental irrigation or fertilizer once established.The building will meet current energy code envelope and mechanical
efficiency standards.
C.Design (§195-8.15(C))
Building location,parking,landscaping,entrances,and exits
The proposed Administration Building is sited in substantially the same position as the existing structure,centrally positioned
relative to the reconstructed parking area and the airfield security fence.Parking is organized to provide efficient pedestrian

access via a dedicated crosswalk and sidewalk system.The building entrance faces the primary parking area and Sutton
Street access drive.
Harmonious relationship of buildings
The new Administration Building is a single-story structure designed by Fennick McCredie Architecture reflecting a
professional,airport administration character consistent with MassDOT Aeronautics Division program requirements.Its
massing,height,and scale are consistent with other structures on the airport campus,including the adjacent SRE Building.
Screening of storage areas,Loading docks,dumpsters,rooftop equipment,and utilities
All mechanical equipment will be screened by fencing.Existing enclosed refuse and recycling facilities are maintained.All
utility services are underground.
Electric,telephone,and other lines placed underground
All new electric,communications,gas,water,and sewer services are installed underground as shown on Sheet C106.
Scale,massing and detailing compatible with the surrounding area
The proposed 19'-6"single-story building is consistent in scale with the existing 16'-1"Administration Building and other low-
profile structures on the airport campus,appropriate to the 1-2 District character.
D.Traffic and Parking(§195-8.15(D))
Minimization of curb cuts
No new curb cuts are proposed.The Project uses the existing Sutton Street access point with an improved internal driveway
configuration for clearer,more efficient circulation.
Access to adjoining properties;driveway alignment;joint access
Cross-access to adjoining parcels is not applicable given the nature and security requirements of the airport facility.The
existing driveway alignment on Sutton Street is unchanged.
Internal circulation and traffic safety
The reconstructed parking area provides defined drive aisles,marked stalls,a pedestrian crosswalk,and appropriate signage.
The North Andover Fire Department's apparatus successfully navigates the proposed site layout,ensuring emergency vehicle
access.
E.Stormwater Management(§195-8.15(E))
Compliance with Massachusetts Stormwater Management Standards
The proposed stormwater management system complies with all ten Massachusetts Stormwater Management Standards per
the current Massachusetts Stormwater Handbook.A complete Stormwater Management Report with pre-and post-
development hydrologic calculations and Standard compliance documentation is submitted with the application.
Compliance with North Andover Chapter 250
The stormwater system and construction-period erosion and sedimentation controls comply with Chapter 250 and Articles
VII through X of the North Andover Stormwater Management and Erosion Control Regulations.All required Chapter 250
submittals are provided with the application package.
F. Landscape Design (§195-8.15(F))
Species chosen for site-specific conditions;no supplemental water or fertilizer required once established
All vegetated detention area species within the parking islands are selected for adaptability to the environment and perform
reliably without supplemental irrigation or fertilizer once established.
Plant species native to inland Essex County
All specified species within the parking lot island are native to New England and inland Essex County.The New England
Erosion Control/Restoration Mix specified for disturbed areas is formulated for detention basin and moist-site conditions
using regionally appropriate native and near-native species.

Pursuant to Bylaw§195-8.14(G)and§195-8.8,the Applicant respectfully requests the following five items of relief in
connection with this Special Permit—Site Plan Review application.
A. Reduction in Required Off-Street Parking Quantity(Bylaw§195-8.8(D)(7))
The Applicant requests a special permit pursuant to Bylaw§195-8.8(D)(7)to reduce the required number of off-street parking
spaces from 53 to 46.Under the§195-8.4(A)parking schedule,the proposed building generates the following requirement:
39 spaces for the restaurant component(2,539 SF at 15.0 spaces per KSF)and 14 spaces for the office/business component
(4,534 SF at 3.0 spaces per KSF),for an unadjusted total of 53 spaces.The Applicant requests a reduction of 7 spaces applied
to the office component only,bringing that component's requirement from 14 to 7 spaces and the overall required total to 46.
Forty-six spaces are proposed.This reduction represents exactly 35%of the office-use requirement,the maximum authorized
under§195-8.8(D)(7). The reduction in parking for the office use is based upon the current office use and site operation which
will remain unchanged.
B. Modification of Parking Lot Screening and Landscaping Requirements (Bylaw§195-8.8(D)(8);§195-
8.18(D)(1))
The Applicant requests a special permit pursuant to Bylaw§195-8.8(D)(8)to modify the perimeter tree planting interval and
interior landscaped island requirements of§195-8.18(D)(1)as applied to the reconstructed parking area.For off-street
parking lots of 20 or more spaces in Commercial and Industrial Districts,§195-8.18(D)(1)requires at least one tree for every
30 linear feet of lot perimeter on at least three sides,and a landscaped open space not less than six feet in width between
facing rows of 10 or more spaces.Section 195-8.8(D)(8)expressly authorizes the SPGA to modify these requirements where
the proposed landscaping plan would be enhanced without detriment to the surrounding neighborhood.
The reconstructed parking area sits within the perimeter of a 400+acre airport campus and adjacent to active airfield
infrastructure.The lot does not abut any residential district or residential use,and the nearest property line is hundreds of feet
away.Prescriptive perimeter tree rows at 30-foot intervals would not be visible to any abutter and would not serve any
screening function.They could also create line-of-sight obstructions and Foreign Object Debris(FOD)hazards inconsistent
with FAA airport safety standards governing vegetation in proximity to airfield operations.
In lieu of these requirements,the Applicant proposes landscaped stormwater areas integrated into the parking area,planted
with native species per the Landscape Plan. The vegetated detention areas provide landscaped open space within and
adjacent to the parking area,delivering stormwater treatment,ecological benefit,and visual relief.The parking area perimeter
is defined by vertical curbing throughout,and loam and seed areas are provided in all disturbed zones not covered by
pavement.The Applicant respectfully submits that this plan is enhanced relative to a literal application of§195-8.18(D)(1)
and requests that the Board grant the modification accordingly.
C.Waiver of Traffic Impact Study Requirement(Bylaw§195-8.14(G);§195-8.14(E)(19))
The Applicant requests a waiver of the Traffic Impact Study requirement of Bylaw§195-8.14(E)(19)pursuant to§195-
8.14(G),which authorizes the SPGA to waive submittal requirements upon a finding that the information is not needed for a
thorough review of the application.
A traffic study is not needed here because the Project introduces no new use and generates no new traffic.The proposed
Administration Building replaces the existing building on a like-for-like basis:the same two uses(airport administration offices
and a restaurant)in comparable square footage,served by the same existing curb cut on Sutton Street,with no new access
points proposed.The Vehicle Turning Movement Plan demonstrates that the North Andover Fire Department's apparatus
navigates the reconstructed site without conflict.Sutton Street is a local roadway under Town jurisdiction,not a state
highway,so no concurrent state filing is triggered.A traffic study prepared to standard methodology would find no measurable
change in trip generation and would not yield information useful to the Board's review beyond what the plans already
establish.
D.Waiver of Fiscal Impact Analysis Requirement(Bylaw§195-8.14(G);§195-8.14(E)(22))
The Applicant requests a waiver of the Fiscal Impact Analysis requirement of Bylaw§195-8.14(E)(22)pursuant to§195-
8.14(G).Three independent grounds support this waiver.

The Project generates no new demand on public services.The Administration Building replaces an existing building of
identical use with a slightly larger facility.No new employees are added to the Town's service population;existing airport staff
will relocate from the old building to the new one.The restaurant space continues an existing use.No residential units are
created and no school-age population is generated.
The subject property is owned by the City of Lawrence and operated by the Lawrence Municipal Airport Commission as a
governmental entity. The Airport's contribution to the region takes the form of economic activity,employment,and
transportation infrastructure.
There is no change in land use,no expansion of the airport footprint,and no adverse impact on adjacent property values.
Replacing a dated structure with a modern,professionally designed facility is positive for the surrounding area.A formal Fiscal
Impact Analysis would not yield information material to the Board's review of this application.
E.Waiver of Community Impact Analysis Requirement(Bylaw§195-8.14(G);§195-8.14(E)(23))
The Applicant requests a waiver of the Community Impact Analysis requirement of Bylaw§195-8.14(E)(23)pursuant to§
195-8.14(G).Section 195-8.14(E)(23)calls for analysis of the project's impact on the surrounding neighborhood in terms of
architectural consistency,pedestrian movement,and overall character;impacts on nearby historic structures or sites;and
consistency with local and regional plans.Each of these elements is addressed directly in the body of this Supporting
Narrative in the context of the§195-8.15 review criteria.A separate formal study is not needed for a thorough review because
the Project's community impacts are limited in scope and favorable in character across every applicable measure.
The Administration Building is sited within the interior of a 400+acre campus,set back over 500 feet from the nearest street
and over 1,300 feet from any side property line.It is not visible from any residential neighborhood.The Project improves
pedestrian conditions on the site through ADA-compliant sidewalks,curb ramps,and a marked crosswalk,with no effect on
pedestrian movement on any public street.No historic structures or sites are present within the limits of work. The Project is
partially funded under the MassDOT Aeronautics Division capital improvement plan and is consistent with the Massachusetts
Airport System Plan's designation of LWM as a regional reliever airport.A separate Community Impact Analysis would be
duplicative of the analysis already provided in this Narrative.
For the reasons stated in this memorandum,and as included in the materials submitted which will be further discussed upon
hearing,the Lawrence Municipal Airport Commission respectfully requests that the Planning Board make the required findings
and conditions described under the North Andover Zoning Bylaw,and grant the Owner's request for a Special Permit for Site
Plan Approval.
