1 Introduction
This Long-Term Operation and Maintenance Plan(O&M Plan) has been prepared by McClure Engineering Company on behalf
of the Lawrence Municipal Airport Commission (the"Commission")for the stormwater management system associated with
the LWM Administration Building project at 492 Sutton Street,North Andover,Massachusetts.This plan has been prepared in
accordance with Massachusetts Stormwater Handbook Standard 9 and the North Andover Stormwater Management and
Erosion Control Regulations(Chapter 250),adopted June 21,2022.
The project consists of the demolition of the existing Administration Building and construction of a new one-story Administration
Building with associated parking,drives,sidewalks,and utility improvements.The stormwater management system has been
designed to provide peak flow attenuation, water quality treatment, and groundwater recharge to the maximum extent
practicable,consistent with the Massachusetts Stormwater Handbook and Chapter 250 of the North Andover Town Bylaws.
The stormwater management system consists of the following best management practices(BMPs):
• Stormwater Basin:shallow surface infiltration basin along the southern site perimeter providing peak flow attenuation
and groundwater recharge
• Vegetated Detention Area 1 (VDA-01): vegetated detention area within the primary parking lot island, with Rain
Guardian Turret pretreatment units,providing LID stormwater management and water quality treatment
• Vegetated Detention Area 2 (VDA-02): second vegetated detention area within the parking lot, with Rain Guardian
Turret pretreatment units
• Manufactured Cartridge Filtration Unit:proprietary cartridge filtration system providing TSS and phosphorus removal
for the primary parking lot drainage area
• Rain Guardian Turret Pretreatment Units:inlet pretreatment units providing coarse sediment and floatables removal
upstream of the vegetated detention areas
• Catch Basins(Deep Sump,Hooded Outlets):provided throughout the drainage collection system for pretreatment
BMP locations are shown on the Plans included as part of the permit application.The Lawrence Municipal Airport Commission
is solely responsible for all operation, inspection, and maintenance activities described in this plan.This O&M Plan shall be
recorded at the Essex North Registry of Deeds and shall run with the land. Upon transfer of the property, this plan shall be
transferred to and assumed by the new owner prior to transfer of title.
2 Pollution Prevention
The following pollution prevention practices shall be implemented to minimize stormwater quality impacts at the site. The
Lawrence Municipal Airport Commission is responsible for implementing and maintaining these practices.
2.1 Good Housekeeping
The site shall be maintained in a clean and orderly condition at alltimes.Trash,litter,and waste shall be kept in covered,secured
containers and shall not be allowed to accumulate on paved surfaces or enter the stormwater system.Outdoor storage areas
shall be kept organized and free of debris.
2.2 Chemical and Petroleum Storage
All chemical and petroleum product containers stored at the site shall be provided with secondary containment capable of
holding at least 110%of the volume of the largest single container.All chemicals shall be stored in a covered area.Site vehicles
and equipment shall be monitored for leaks and maintained as needed.No vehicle maintenance or fueling shall occur within or
adjacent to any stormwater BMP.
2.3 Spill Prevention and Response
The following spill prevention and response practices shall be maintained:
• Spill cleanup materials, including absorbents and appropriate containers,shall be kept on site and accessible at all
times.
• Spills shall be cleaned up immediately upon discovery.
• Any discharge of oil,hazardous material,or other pollutant to the stormwater system shall be reported immediately to
MassDEP and the Town of North Andover.
• Spills of hazardous materials shall be reported to appropriate state and local agencies as required by 310 CMR 30.00.
2.4 Snow and Ice Management
Snow removal and storage shall be managed to protect stormwater BMPs from degradation.Snow shall not be stockpiled within
any stormwater BMP including the stormwater basin,vegetated detention areas, or manufactured filtration unit. Designated
snow storage areas shall be located on upland areas away from all drainage structures and resource areas.
Salt use shall be minimized to the extent practicable, and environmentally preferable deicing materials shall be used where
feasible.Sand applied to paved surfaces during winter operations shall be swept up and removed in the spring prior to the first
significant rainfall event.
2.5 Landscaping and Fertilizer Use
Landscaped areas shall be maintained with a healthy stand of vegetation. Fertilizers and pesticides shall be applied only in
amounts recommended by the manufacturer and only when necessary for plant health. No fertilizers or pesticides shall be
applied within 25 feet of any stormwater BMP,drainage structure,or wetland resource area.Grass clippings and leaf litter shall
be collected and removed from paved surfaces and BMP areas promptly.
2.6 Illicit Discharge Prevention
No non-stormwater discharges shall be connected to or introduced into the stormwater management system.The Commission
shall inspect the system periodicallyfor evidence of illicit connections or unauthorized discharges and shall report any observed
illicit discharges to the Town of North Andover immediately in accordance with Chapter 250 of the Town Bylaws.
3 Inspection and Maintenance Requirements
The following inspection and maintenance activities shall be performed to ensure the long-term performance of each BMP.All
inspections and maintenance activities shall be documented on the inspection logs.Completed logs shall be retained on file
by the Commission and submitted to the Town of North Andover Planning Board annually each year, or upon request, in
accordance with North Andover Chapter 250,Article IX.
In addition to the scheduled inspections described below,all BMPs shall be inspected following any storm event producing two
or more inches of rainfall within a 24-hour period,and following significant snowmelt events.
3.1 Stormwater Basin (Infiltration Basin)

Description:
The stormwater basin is a shallow surface infiltration basin located along the southern perimeter of the project site.It captures
offsite overland runoff,provides peak flow attenuation,and promotes groundwater recharge.The basin drains via a stabilized
berm overflow and an outlet control structure connecting to the existing closed drainage system.
Maintenance:
Post-Construction Establishment Period, First 12 Months
The basin shall be inspected after every storm event producing one inch or more of rainfall during the first six months following
construction.Standing water more than 72 hours after a storm event may indicate clogging or compaction of the basin floor and
shall be addressed immediately.
Vegetation within the basin shall be watered every two to three days during the first two months following installation and as
needed through the end of the first growing season.If vegetation coverage of at least 25%is not established by the end of the
first growing season,supplemental planting shall be installed.
Semiannual Inspections
The basin shall be inspected at minimum twice per year(spring and fall) and following any rainfall event exceeding 2.5 inches
in a 24 hour period for the following:
• Signs of differential settlement,cracking,or erosion of side slopes or berm
• Condition of riprap at inlet and outlet locations;check for scour,displacement,or undermining
• Health and percent coverage of basin vegetation; supplemental planting required if coverage falls below 70%, and
maintained in healthy condition, including pruning, removal and replacement of dead or diseased vegetation, and
removal of invasive species.
• Condition and operability of outlet control structure and berm overflow
• Pretreatment measures should be inspected at least twice annually, and cleaned of accumulated sediment when
accumulation exceeds one inch or when infiltration capacity is visibly reduced,but no less than once annually.
• Trash and debris should be removed at each inspection.
• At least once annually,system should be inspected for drawdown time.If area does not drain within 72-hours following
a rainfall event,then a qualified professional should assess the condition of the facilityto determine measures required
to restore filtration function or infiltration function(as applicable),including but not limited to removal of accumulated
sediments or reconstruction of the filter media.
Sediment removal shall be performed using hand tools or light equipment only.Heavy equipment shall not be operated within
the basin floor to avoid compaction of the infiltration surface. Removed sediment shall be disposed of in accordance with
applicable regulations.If the basin floor becomes clogged,deep tilling shall restore infiltration capacity,followed by immediate
revegetation.
Inspection and Maintenance Logs
The following inspection log(s)shall be completed at each scheduled and post-storm inspection.The log(s)shall be retained
on file by the Lawrence Municipal Airport Commission for a minimum of five years and shall be made available to the Town of
North Andover Planning Board upon request.Annual summary reports documenting all inspection and maintenance activities
shall be submitted to the North Andover Planning Board each calendar year.
Receipts, invoices,or other documentation confirming that maintenance activities were performed by a contractor or vendor
shall be attached to the applicable log.

3.2 Vegetated Detention Areas (VDA-01 and VDA-02)

Description:
Two vegetated detention areas are located within parking lot islands.VDA-01 and VDA-02 receive pretreated runoff from Rain
Guardian Turret units and provide temporary surface storage,native infiltration,and LID water quality benefits consistent with
North Andover Chapter 250 Section 250-23A(1). Each area drains through an outlet control structure to the existing closed
drainage system.
The major difference between vegetated detention areas and other filtration systems is the use of vegetation.A typical surface
sand filter is designed to be maintained with no vegetation,whereas a vegetated detention area is planted with a variety of
shrubs and perennials whose roots assist with pollutant uptake.The use of vegetation allows these systems to blend in with
other landscaping features.
Maintenance:
Each vegetated detention area shall be inspected twice per year for the following:
• Vegetation health and percent coverage,minimum 80%coverage required;supplemental planting required if coverage
falls below this threshold
• Evidence of ponding more than 48 hours after a storm event,which may indicate inlet or outlet blockage
• Inlet condition:check for sediment accumulation or blockage at Rain Guardian Turret connections
• Outlet control structure condition:check for blockage,debris,or structural damage
• Side slope stability:check for erosion,rilling,or gullying
• Presence of invasive plant species; remove manually and replant with approved native species consistent with the
approved landscape plan
• Accumulated trash or debris:remove manually
Vegetation shall be mowed as needed to maintain a healthy stand between four and twelve inches in height. Grass clippings
shall be removed from the BMP area.Fertilizers shall not be applied within vegetated detention areas.Sediment accumulation
shall be checked annually and removed by hand when depth exceeds one inch or when evidence of reduced drainage
performance is observed.

3.3 Rain Guardian Turret Pretreatment Units

Description:
Rain Guardian Turret units are located at curb inlets upstream of VDA-01 and VDA-02. They provide coarse sediment and
floatables removal as inlet pretreatment prior to discharge into the vegetated detention areas, protecting the detention area
surfaces from sediment loading and extending service life.
Maintenance:
Rain Guardian units shall be inspected and serviced at minimum four times per year:
• Lift grate and inspect sump;remove accumulated sediment when depth reaches 50%of sump capacity
• Inspect and clean or replace filter insert per manufacturer specifications
• Inspect grate,frame,and structural components for damage or displacement;repair immediately if deficient
• Check outlet for blockage or evidence of overflow bypass
• Document sediment depth,filter condition,and all maintenance performed on inspection log
Accumulated sediment and debris shall be disposed of in accordance with applicable regulations. If oil sheen or evidence of
contamination is observed,materials shall be evaluated per 310 CMR 30.00 and handled accordingly.Manufacturer operation
and maintenance documentation is included in Appendix M of the Stormwater Management Report.

Rain Guardian pretreatment chambers are designed for effective pretreatment with fast, accessible
sediment removal. Maintenance should be completed if areas of the top grate are clogged, the chamber
is >75% full, or the vertical filter wall is obstructed.

3.4 Manufactured Cartridge Filtration Unit
Freauencv:Semiannual+Per Manufacturer
Description:
The manufactured cartridge filtration unit is located downstream of the primary parking lot drainage collection system. It
receives runoff from approximately 18,409 square feet of impervious area and provides TSS and total phosphorus removal in
accordance with Massachusetts Stormwater Standard 4 and North Andover Chapter 250 Section 250-23B(1). The unit
operates as a peak diversion system, flows exceeding the treatment capacity are diverted around the filter cartridges via a
bypass weir to prevent resuspension of captured sediment.
Maintenance:
The unit shall be inspected and serviced at minimum twice per year and following any major storm event:

regulations. If accumulated material shows evidence of petroleum hydrocarbon or heavy metal contamination, it shall be
characterized per 310 CMR 30.00 and handled as required.Manufacturer operation and maintenance documentation and sizing
calculations are included in Appendix M of the Stormwater Management Report.
Inspection and Maintenance Logs
The following inspection log(s)shall be completed at each scheduled and post-storm inspection.The log(s)shall be retained
on file by the Lawrence Municipal Airport Commission for a minimum of five years and shall be made available to the Town of
North Andover Planning Board upon request.Annual summary reports documenting all inspection and maintenance activities
shall be submitted to the North Andover Planning Board each calendar year.
Receipts, invoices,or other documentation confirming that maintenance activities were performed by a contractor or vendor
shall be attached to the applicable log.

2.0—Jellyfish Filter System Operations and Functions
The Jellyfish Filter is an engineered stormwater quality treatment technology that removes a high level and wide variety
of stormwater pollutants. Each Jellyfish Filter cartridge consists of eleven membrane- encased filter elements ("filtration
tentacles") attached to a cartridge head plate. The filtration tentacles provide a large filtration surface area, resulting in high
flow and high pollutant removal capacity.
The Jellyfish Filter functions are depicted in Figure 1 below.

2.2 —Jellyfish Membrane Filtration Cartridge Assembly
The Jellyfish Filter utilizes multiple membrane filtration cartridges. Each cartridge consists of removable cylindrical filtration
"tentacles" attached to a cartridge head plate. Each filtration tentacle has a threaded pipe nipple and o-ring. To attach,
insert the top pipe nipples with the o-ring through the head plate holes and secure with locking nuts. Hex nuts to be hand
tightened and checked with a wrench as shown below.

3.5 Catch Basins (Deep Sump, Hooded Outlets)

Description:
A deep sump catch basin consists of a manhole-type structure with an inlet grate, an outlet pipe connected to the piped
drainage system,and a sump with a depth several times the diameter of the outlet pipe.The inlet grate is located at the surface
and is sometimes combined with a vertical inlet integrated with a street or parking area curb.The sump's purpose is to capture
coarse sediments and debris from the runoff intercepted by the structure.The outlet pipe can be fitted with a"hood"consisting
of a cast metal or formed plastic fitting,designed to prevent floating materials from exiting the structure.
Deep sump catch basins used as pretreatment are most effective if sited "off-line" since flow-through basins are more
susceptible to sediment re-suspension.The outlet hood provides benefits for trapping floating trash,as well as for short-term
spill containment.
All proposed catch basins are equipped with four-foot sumps and outlet hoods providing pretreatment of stormwater runoff
throughout the collection system. Deep sump catch basins shall be inspected and cleaned at minimum twice per year in
accordance with the Massachusetts Stormwater Handbook Standard 4 pretreatment requirements and North Andover Chapter
250 Section 250-23E(27).
Maintenance:
Each catch basin shall be inspected for the following:
• Sediment depth measurement:vacuum clean when accumulated sediment depth reaches 50%of the distance from
the basin bottom to the invert of the lowest pipe
• Condition of outlet hood;check for blockage,corrosion,or displacement;clean or replace as needed
• Structural integrity of frame,grate,and basin walls:repair immediately if deficient
• Presence of oil sheen,floating debris,or evidence of illicit discharge;report per Section 2.6 if observed
Catch basin cleaning shall be performed using a vacuum truck.Accumulated sediment and debris often contain concentrations
of petroleum hydrocarbons and metals. MassDEP classifies catch basin debris as solid waste; however, if accumulated
material contains free-draining liquids or exceeds hazardous waste thresholds per 310 CMR 30.00, it shall be handled and
disposed of as hazardous waste. MassDEP regulations prohibit landfills from accepting materials that contain free-draining
liquids.
Inspection and Maintenance Logs
The following inspection log(s)shall be completed at each scheduled and post-storm inspection.The log(s)shall be retained
on file by the Lawrence Municipal Airport Commission for a minimum of five years and shall be made available to the Town of
North Andover Planning Board upon request.Annual summary reports documenting all inspection and maintenance activities
shall be submitted to the North Andover Planning Board by[Month]of each calendar year.
Receipts, invoices,or other documentation confirming that maintenance activities were performed by a contractor or vendor
shall be attached to the applicable log.

Description:
Outlet control structures within the stormwater basin and vegetated detention areas, and all drainage structures within the
stormwater management system,shall be inspected at minimum four times per year.
Maintenance:
Inspection shall include the following:
• Check orifice,weir,and pipe outlets for blockage,debris,or sediment accumulation;clear immediately if obstructed
• Inspect trash racks or screens,clean when obstructed
• Check structural integrity of riser,barrel,base slab,and pipe connections,repair immediately if deficient
• Inspect riprap outlet protection at basin discharge points, check for displacement, scour, or undermining; repair if
stones are displaced more than 20%of apron area
• Check for evidence of seepage or leakage around structures
