Subject 40B study idea and observation
Message Dear Zoning Board of Appeals members:
I have been thinking about the most recent meeting and have
an idea I want to share with the board. I believe everyone
would benefit from information about best practices/least
impact layouts of other 40B developments in Massachusetts. I
believe this will aide in determining what a reasonable neighbor
distance and building height should be. There may already be a
study with this information available, or the board could hire an
independent expert to do it.
A peer group study could review the average proximity of the
many existing 40B projects to residential neighbors and
average height near residential neighbors. They could be
filtered for towns with the population size of North Andover(or
some other way to ensure a comparable peer group). I suspect
the proposed project plan is well outside of the normal bounds,
but it would be useful to see the actual data. If the developer
wanted show examples of their previous work on these typed of
buildings, that could be an option too.
I also want to make a personal observation from a walk today
along Prescott Street. I walked past the houses of my
neighbors who gave public comments at the last hearing. It was
a nice day with plenty of sunshine and breeze. When I looked
up at where the proposed building will be, and the proposed
width and height, it made me realize that, in addition to the
obvious noise and pollution effects, the neighbors will literally
have the sunshine blocked from their houses. I think this is
extreme to do to a North Andover resident. I believe the board
should enlist an expert, or the NA Health Department, to advise
on the overall health impacts of the plan, including the loss of
sunshine.
