The 100% traffic attribution rationale for only reviewing High Street did not make sense. There are two streets that lead outbound from the proposed site. It is unknown how many vehicles will choose Prescott Street vs High Street as their primary outlet to a main road. I believe many cars will be heading to route 125 via Prescott Street. There are other compelling reasons to add Prescott Street to the study. Prescott Street is it is one of the two streets of focus in the broader Traffic Impact Study, as clearly shown on the map in the study. Prescott Street is discussed in the Study text. Prescott Street is also the street with the greatest deficiency in pedestrian sidewalk, missing at least 1/3 of the sidewalk heading toward the High School. In addition, it is a route that is frequently used by emergency vehicles. I requested information about this frequency in a previous hearing. I apologize for not identifying this issue earlier. I did not realize it was not collected until I looked at the data collection tables in the report. Thank you for considering my request. Sincerely, Jim Holland Attachitrteints https://mail.google.com/mail/u/O/?ik=fObefc9b3b&view=pt&search=all&permthid=thread-f:l 863909572703656224%7Cmsg-f:1863909572703656224&s... 1/2 4/30/26, 11:26 AM Town of North Andover Mail-Online Form Submittal: Contact the Zoning Board of Appeals Files must be less than 2 MB.
