I have health & safety concerns, infrastructure concerns, and environmental concerns. Attached please find a series of photos from Prescott Street. I plan on attending the meeting on Tuesday, but I want to provide the board with visuals of what the street/sidewalk situation looks like. Health & Safety: Prescott street and sidewalks are in severe disrepair. They make it hazardous to walk up and down Prescott Street. Prescott Street's sidewalk does not extend the entire length of the street, requiring pedestrians to walk in the street. Traffic has become much busier on Prescott St in recent years due, in part, to the prior expansions of East/West Mill. Speeding is a big problem on the street and there are no speed limit signs. I am very concerned about what adding approximately 300 more units, 400 more vehicles, and other driving (deliveries, food orders, etc) will do for resident health and safety. I would like to request an independent assessment of vehicular traffic and safe pedestrian passage along Prescott St. Infrastructure: During the most recent apartment expansions, heavy trucks used Prescott Street to reach the East/West Mill construction sites, causing further wear on the street. Trucks will likely use the street again for the 0 Prescott Street building. Our street is in bad condition. I would like to request an independent assessment of the financial cost of wear and tear on our street due to heavy equipment travel. Environmental: I am also very concerned about further disturbing the wetland habitat located near the East Mill. The area was already disturbed by the placement of a large apartment building along the water. A further large construction project, located on a hill above the wetland area, will cause further disturbance and potential runoff. The wetland area is home to a diverse mix of birds, including cranes, and other animals. People enjoy this area because of its nature and beauty. I would like to request an independent study of the ecology and wildlife in the area be conducted to assess environmental impact. Finally, I am concerned with the impact to air quality and environment that the proposed demolition and building will have in our neighborhood. The site may be above a former industrial site (mills). I would like to request an independent assessment of the risks associated with this. Thank you for considering my comments. https://mail.google.com/mail/u/O/?ik=fObefc9b3b&view=pt&search=all&permthid=thread-f:l 860483876176451509%7Cmsg-f:1860483876176451509&s... 1/2 3/24/26,8:52 AM Town of North Andover Mail-Written public comments for 3/24/2026 Zoning Board of Appeals Meeting Sincerely, Jim Holland 43 Mount Vernon St. Prescott St Photos.pdf 1412K https://mai l.google.co m/mail/u/O/?i k=fObefc9b3b&view=pt&sea rch=a II&pe rmth id=th read-f:l 860483876176451509%7Cmsg-f:1860483876176451509&s... 2/2
