Dear Mr. Long: The following petition was heard at a meeting of the Planning Board on Monday evening, March 19, 1979 in the Fire Station Meeting Room at 7:30 P.M. The following members were present and voting: John J. Monteiro, Acting Chairman; William Chepulis; Joyce A. DiTore, Clerk; Michael P. Roberts; and Paul Hedstrom, Mr. John Tuttle, developer, and Mr. Frank C. Gelinas were present. Mr. Gelinas stated that the proposed development contains approximately 16 acres with 21 lots and is located on the westerly side of Chestnut Street; the topography varies about 25 ft. The subdivision is to be known as „Quail Run". This development will be on town sewer and serviced by town water. Drainage will have sheet run—off to the rear of the property and will exit out towards Rosedale Ave. by pipe drainage. The developer is participating with the Highway Dept. to improve the drainage and will be a condition of approval of this subdivision, if granted. The water line is in accordance with the Board of Public Works requirements and is looped. There was no opposition. On April 10, 1979 upon motion and second by the Subdivision Control Subcommittee the Board voted unanimously to approve the definitive subdivision plan subject to the following conditions: 1. That the record owners of the subject land forthwith execute and record a "covenant running with the land", or otherwise provide security for the construction of ways and the installation of municipal services within said subdivision, all as provided by G.L. c. 41 , s. 81-13; 2. That all such construction and installations shall in all respects conform to the governing rules and regulations of this Board; 3. That no work shall be done in the subdivision until security in the form of a bond or covenant has been duly recorded and the plans are signed and recorded; s QUAIL RUN DECISION -2- 4. Landsail, Inc. shall make monies available in the amount of 38500.00 in accordance with the agreement between Landsail, Inc. and Highway Dept., as approved by the Board of Selectmen, regarding Rosedale Ave. drainage system; 5. Drainage be designed with a relocation of catch basins from Station 12+0 to 13+0; two additional catch basins at approximately station 10+0 and discharge these 4 basins through a 20 ft. drainage easement through Lot #8; the 2 catch basins shown at station 0+0 and the intersection of Chestnut St, to be tied into the existing drainage line approximately 300 fts north at the intersection of Chestnut Ct.; all work to be done on Chestnut St. will require Highway Dept. approval, as well as a "Street Opening Permit" and performance bond; manhole between station 6+00 and 7+00 to be a catch basin and conform with the alignment of other street drainage basins; headwall specifications available at the Highway Dept. office; all drainage easements to be deeded to the Town of North Andover; Cape Cod berm to be required where necessary, to be determined in the field; width of road pavement to be 28 ft, where berm is to be used; time limit to be set for completion date; 6. All water and sewer improvements shall be in accordance with the recommendations of the Board of Public Works letter dated March 12, 1979; 7. Mr. Tuttle presented plans to the Board and stated that this plan meets all existing regulations and was aware of the potential problem to the drinking water supply. They had done extensive research in relation to the drainage and cited only 3 areas that are low and will workwith the Conservation Commission to protect these areas. The vote on the motion was unanimous. 1. That the record owners of the subject land forthwith execute and record a "cove— nant running with the land", or otherwise provide security for the construction of ways and the installation of municipal servioes within said subdivision, all as provided by G.L. c. 41, s. 81-t. Great Pond Woodland Decision —2- 2, That such construction and installation shall be in all respects in conformance to the governing rules and regulations of this Board. 3. That all water mains shall be installed in accordance with the Board of Public Works specifications. 4. That all fire protection improvements shall be constructed in accordance with the standards of the Board of Pyre Engineers. 5. The proposed road shall be constructed as shown on the plan but said oonstraotion shall not be done until 6 months prior to the completion date and only upon approval of the Planning Board. Re-align entrance 1-10om Great Pond Road to proposed street to allow for better visibility and more maneuverability for vehicles in general, especially if the section of Winter Street (which is now a paper street) is opened up in the future. 2. Add two catch basins to take care of drainage at intersection of Great Pond Road and proposed street. 3. Road should definitely be joined by route of following ridge of high ground that connects the two parcels. 4. All drainage easements to be deeded to town. 5. Existing culder sac on Timberlane to be removed and graded to meet existing grades,- and any other corrections deemed necessary by the Highway Surveyor. 6. Berm to be required where necessary and if necessary. 7. Eighteen inch over lap of gravel to be required from all edge of pavements. 8. 3/8 of an inch to the foot crown on finish bituminous surface. 9. Any drainage from lots so situated that drainage run off would be directed towards street either by pipe or swale should be incorporated into the street drainage network as per specifications of the Highway Depart- ment. Such de�ermination should be made while subdivision is under construc- tion and before street drainage is completed.
