Konstandin, for a proposed. arendment of the Zoning By—Laws of the Town to permit t'ae change in c3asification of a parcel of land, owned by Effie C. Kcnstandin, frog General Residential to Business. nascriotion ar.� bo-i-ndaries of the above mentioned property were ^.rhlished in the Evening Tribune on February 9 and February 16, 1956. All abbutters were notified of the Hearing and also of the decision of the Board. A).1 7rembers of the Board were present and voted on the above petition. Lyons, Town Clerk Town Building North Andover, Massachusetts Dear Sir: Suggested Planning Board findings in the matter of Charles Steak tandin House March 1956 rezoning Article, deferred on recommendation of the Planning Board for resubmittal to the June 30, 1956 Special Town Meeting. The Planning Board recommends unfavorable action on the substance of Article of the Warrant for the June 30th 1956 Special Town Meeting, a reprint of Article /y of the March 1956 Annual. Town Meeting Warrant, on which action was deferred at the recommendation of the Planning Board. A negative vote is recommended Por, two reasons 1. The Planning Board has suggested zoning for General Business uses so much of the property described its the above mentioned Articles as in May 1956 was actually being used for General Business, prMposes, including off-street parking; 2. At the February 23, 1956 Planning Board Hearing on the substance of Article /I of the March 1956 Tota: Meeting Warrant neither the petitioner nor any attorney or other representative appeared of record in favor of this matter. Several persons were present in opposition. By reason of the nonappearance of petitioner or of anyone for him, the Board was unable to learn of record at the Hearing any facts as to petitionerts land use or building develop- ment proposals, beyond the bare words of petition which recited nothing more than petitioners desire for Business zoning.
