Re: Winter Hill Estates Dear Bill: I have gone over the plans and also walked the pro- posed subdivision with the sub-committee and I would like to make the following recommendations: I would like to, at this time, notify the developer that the proposed water extesion on Winter St, will be done only after he has made arrangements with this dept. pertaining to excavating, backfilling and patching specifications that are set by the Highway Dept. I am strongly opposed to the street layout and the numerous finger streets and culdesacs in this proposed subdivision. I can understand that it may be desirable for the developer and also the individuals buying these homes but I feel that it is unfair to burden the taxpayers in our community with the large maintenance cost of dev- elopments such as this. I see no reason why this piece of land cannot be developed without any culdesacs at all. If this type of layout is approved as proposed we will be setting a president, that I know will be a constant headache and expense to my department. In the layout as proposed I would want additional drainage basins on Road A at Lots #63, #26, #16, also additional basins on Road B and Road D. I would require an 1$ inch overlap of gravel beyond the paved surface of the road. All road widths being twenty-six feet. I would expect berm of a cape cod style where needed and slopped granite berm on any grades exceeding 6%. ' , ��17 ' Page 2. I feel that the down stream culvert at the corner of Winter and Forest Streets should be changed to a 4 ft. pipe or a squashed pipe of equal capacity. This culvert isnot a problem at this time, but I am sure that when the area is developed, this existing culvert will not accommodate the water that will flow during peak water seasons and I feel that this should be done by the develop- er at his expense. All water pipe shall be cement lined ductile iron 2. Fire hydrants shall be located as shown on the accompanying plan. 3. The new water main on Winter Street shall be of 12" diameter in conformance with the water dis- tribut_on master plan from Camp Dresser & McKee. 4. A plan showing the entire length of new water main construction on Winter Street must be provided prior to approval by this department .
