The mseting was called to order by the Chairman at 8:00 P.M. in the
Town Buildihgj This was a FdBLIC HEARING
Members present: Chairman, Gregory Mooradkanian, Secretary, Richard G.
Whipple, Andrew E. Alvino, Henry E. Lund 'and associate members James Regan
amd Sam DiMauro.
Am application was received f~om Miss Helena G. Keefe, 15 Maple Avemae~
North Andever for a variance of the Zoning BY-Laws sc as tp permit the
subdivision of a parcel of property, owned by'Helena G. Keefe, and located
at 13-15 Maple Avenue, into t~o separate parcels each having its own indi-
vidual boundary lines, in order that the existing houses may be sold sepa-
rately. This application was advertised in the Evening Tribune on the
evening of November 4, 1950 and all abutters were notified.
Mr. Hrasseur was present for Miss Eeefe and explained to the .Boa~ that this
was am old property and that the owner now wished to selI one of the houses
and that the present boundary lines were not suitable. The 'new line has been
drawn evenly between the two lots. There was no objection to this application.
Motion was made and seconded and it was VOTe) to take the matter under ad-
visement.
An application was received from Francis A. Cra~e, 108 Middlesex Street,
N~rth Andover for a variance of the Zoning By-Laws to allow ten fodt side
yards and a set back of only 25 feet on property located at Yaulkner Road.
Mr. Crane was present and st-'ted that since his lot was Die shaped he wished
to set his house back only 25 feet from the front lot li4e and ten feet from
the side yard line~.
Mr. Lee MacArthur and Mr. Anthony Detora, abutters to the above property were
present and objected to the set back stating that all of the other houses had
tb set back the required 30 feet from the front lot lina. They also objected
to the ten foot side lines. Motion was made and seconded and it was voted
take this matte~under advisement.
A discussion was held on the application of ~elena G. Keefe and after due
consideration, a motion was made and seconded and it was unanimously VOTe)
to grant the variamce.
A discussion was held on the application of Francis Orane and after having
looked over the plans presented by Mr. Crane, the Board fo~,ud that~ they were
not in order as to scale and not showing the a~utting properties. A motion
was then made and seconded and it was VOTED to have the board view this
property. The board went in a body to view the location at Faulkner Read '
and after returning tb the meeting, a motion was mad~ and seconded and it
was unanimously VOT~) tedenythe application of Francois A. Crane. This
application was denied on the following grounds. The board deemed that
it does not have any discretion under the Zoning By-Laws to grant a set
back less than30 feet from the front lot line. See Article IV Section 2
paragraph a.
A letter-was received from the Board of Selectmen inviting the Boar~ of
Appeals to a meeting with them on November 20, 1950 at 8:00 P.M. to dis-
cuss a~y changes tc be made in the revised by-laws.
The following suggestions were made to be b~rought up at the above,coting.
November 13, 1950 CONT:
1- See Article IV, section !, paragraphic--- last clause~ which requires
that when buildings already existing on a street which set back more that
30 feet. a new b~ilding mast net extend an~ nearer to the street than the
averave of the buildings within 20~ feet. .... The Board suggests that this
be changed so that the board be given discretion to grant a variance to
this clause as the occasion may require.
2- That there should'be seres information insertea into'the, by-laws're-
garding' trailers amd trailer parks.
3- That instructions for filing applications to the board of appeals be
inserted. That the applicant shOUld submit plams of the property in
question'according to the specification required by the beard.

The meeting was ~alled by the Chairman at the request of Francis Crane so
that his application for variance on Faulkner Road could be re-opened.
Members present: Chairman, Gregory Mooradkanian, James ~egan and Sam
Dimauro. Members Alvino and Whipple had been contacted and .were agreeable
to the re-consideration of this application.
Mr. Brasseyr arid Mr. Crane were present m~d presented new plans to the
Board, showing a set back of 30 feet and side lines of ten feet. Mr.
Brasseur explained that Mr. Crane had a~reed to cut down the size of
the house and the breezeway so that the proposed house could be set back
30 feet and have the ten foot side lines. Motion was made and seconded
and it wag VOTED to renotify the abutters and to have another Public hearing
on November 27, 1950 on this application to consider the new plans.
Motion was made and seconded and it was voted to adjourn until 1~27/50.
November 27, 1950
MeetinE was called to order by the Chairman at 8;10 P.M. in the Town Building.
Th~s was a public hearing on the application of ~ramcis A. Crane for a vari'
anco on side lines on property located on Faulkner Road. New plans were
presented to the board shewing a set back of 30 feet and side lines of 10 feet.
Mr. ~acArthur and Mr. Detora, abutters to the property were also present, they
having objected to the previous appeal. After due consideration of the problem
and that the new facts were explained by Mr. Brasseur, both Mr. MacArthur and
Mr. Detora withdrew their objections and were agreeable to the variance being
granted on the side lines. Motion was made and seconded and it was UNANIm
NOUSLY VOTED to g rant the variance to Francis A. Crane.
Motion was made and seconded ~nd it was voted to adjourn at 9:50 P.~.
