The principal points upon which I base my application are as follows: The existing building is a four-family duplex, which is a non-conforming use. The building has been in existence since approximately 1923, and strict compliance with Section 4.128, Para- graph 4 imposes a substantial hardship, financial and otherwise, on your applicant; and to renovate the building as it now exists, to comply with a general business usage, 'would be impossible. The building internally should have extensive remodeling and repairing, but based on the present structure of four tenants, the cost of renovations at today's prices for materials and labor is not economically feasible. Parking is available on the premises for nine vehicles, and, also, public parking is available for additional vehicles. The project location is close to churches and retail stores which would make it ideal for elderly people, and, therefore, three-room apartments would be quite satisfactory. As another plus, the elderly people may not have a vehicle, and the location of the Main Street property would make it convenient for them to do their shopping, etc. It would seem to me they would be quite content to live in this area of North Andover. The majority of the area is made up of retail stores which command a greater rent per square foot than the rent which is available for residential apartments, and, therefore, it is difficult economically to maintain the premises on a high level with only four rentable units, still keeping the rents at an affordable rate. By being allowed to increase the units, the building can be beautified, thereby enhancing the value of the building and the surrounding area, in general. I agree to pay for advertising in newspapers and incidental expenses. On the petition of Abfor Realty Trusty the Planning Board recommends denial of this petition because it is not in ]seeping with the intent of the Zoning By-Law.
