Meeting was called 't~ order by the Chairman at 8:10 P.M. in the T.own
Building. This was a Public Hearing.
M. emgers present: Cha%rman, Gregory Mooradkanian, Andrew A. lvino, and
HenzT E. Lund.
An application was received by the Board from B. Thomas Vielgolaski.,
116 Marbeleidge Road, North Andover, requesting a variance of the
Zoning By-Laws, under the E,~rgency Housing Law, so as to permit him
to remodel a single family dwelling into two apartments.
Mr. & Mrs. Vielgolaski were both present and ~explained to the Boa~ 'that'
their home was a large one and that they lived alone in it and that they
wished to remodel to make an apartment on the second floor for their son.
Plans were presented and were in order.
Mr. Irving Howes and Mr. Richard Whipple were both out .of town and since
there was not a quorum present, there could be no vote on this matter.
However, a meeting was arranged for February 13, 1951 to vote on this
application.
A let~e~ was received from Miss Moody who is an abutter and she wished to
be recorded as being in favor of granting the variance.
Mr. & Mrs. Larry J. Cadogan, also abutters were present and informed the
Board that they also were in favor of granting the variance.
Motion was ,mdc and seconded and it was VOTED to adjourn the meeting until
the following night when a vote would be taken on this application.

Town Building. This was a continued Public Hearing.
Members present: Chariman, Gregory Mooradkanian, Secretary, Rivhard G.
Whipple, Irvin~ C. Howes, Henz-y E. Lurid and Andrew Alvino.
Mr. & Mrs. Vielgolaski were present but had nothing further to add to
what they stated before. The refusal of the building permit by the
Building Inspector was read as was the application and the advertised
notice which was published in the Evening Tribune on the evening of
February 3, 1951
