Lot 25 & Lot 26 Coventry
Lane DECISION
The Board of Appeals held a public hearing on Tuesday evening, January 9, 1990
upon the application of C. Richard Barrett requesting a Special Permit from the
requirements of Section 5.5, Paragraph 2 of the Zoning Bylaw so as to permit
removal of 22,000 cu. yds. off Lot 25 and 19,000 cu. yds. off Lot 26 Coventry
Lane in order to put in foundation and driveway and grade to 2-1. The follow-
ing members were present and voting: William Sullivan, Vice-chairman,
Augustine Nickerson, Clerk, Walter Soule, Raymond ,Vivenzio and Louis Rissin.
The hearing was advertised in the North Andover Citizen on November 22, 1989
and November 30, 1989 and all abutters were notified by regular mail.
Upon a motion made by Mr. Vivenzio and seconded by Mr. Soule, the Board voted,
unanimously, to GRANT the Special Permit as requested subject to the following
conditions:
1. All erosion controls shall be in place on-site and off-site and
approved by the Building Inspector prior to any earth removal,
including Lot 31 and Lot 32 Coventry Lane(the location of where a
portion of the fill will be dumped).
2. Daily street cleaning where necessary.
3. Information reports to Building Inspector as to where the fill is
going, in advance of move.
4. Post a $10,000 bond for each lot with the Town Treasurer, total
of $20,000, for street cleaning, road damage, off-site damage,
specifically but not limited to Lot 31 and Lot 32 Coventry
Lane, and on-site restoration.
5. All work to be completed within 90 days of the issuance of
permit by Building Inspector.
The Board finds that the petitioner has satisfied the provisions of Section 10,
Paragraph 10.3 of the Zoning bylaws and that the granting of this Special 'Permit will
not derogate from the intent and purpose of the Zoning B law nor will it adversely
affect the neighborhood.

The Board of Appeals held a public hearing on Tuesday evening, January 9, 1990 and a
meeting for discussion on February 13, 1990upon the application of Harry J. Manzi
requesting a Special Permit from the requirements of Section 5.5, Paragraph 2 of the
Zoning Bylaw so as to permit removal of 19,000 cu. yds. of earth off Lot 26 Coventry Lane in
order to put in foundation and driveway and grade to 2-1slope. The following` mgmbers were
present and voting at the January 9th meeting: William Sullivan, Vice-chairman,
Augustine Nickerson, Clerk, Walter Soule, Raymond Vivenzio and Louis Rissin. The
following members were present and voting at the February 13th meeting: Frank Serio, Jr.,
Chairman, Augustine Nickerson, Clerk, Walter Soule and Raymond Vivenzio.
