Dear Sir: As advertised in the Eagle Tribune on September 27 and October 4, 1969, the request of Antonio Forgetta for a public hearing requesting a variation of Section 7.5 of the North Andover Zoning By-Law was held in the Town Office Building by the North Andover Board of Appeals on Tuesday, October 14.. 1969. The Board comprised Arthur R. Drummond, Chairman; Daniel T. O'Leary, Secretary; J. Philip Arsenault, Esq., Donald J. Scott and Donald J. Leonard. Mr. Forgetta desires a division of land so that each dwelling will have its own lot as per frontage and area requirements of the Industrial "L" district, on the west side of Osgood Street and known, as 1210 Osgood Street, All abutters were duly notified of the public hearing by certified mail. Appearing in behalf of the petitioner were Daniel Forgetta and Eligio Forgetta, who stated the variance was necessary because the existing buildings do not conform to the sideline requirements of an Industrial "L° district. No opposition was apparent and the Board took the matter under advisement. At a special meeting of the Board of Appeals on Monday, November 3, 1969 it was unanimously voted on motion of Donald Leonard, seconded by Daniel T. OILeary, to GRANT the variance. Donald J. Scott was unavoidably detained from attending this meeting but telephoned his approval. The reasons for granting are as follows$ 1. The variance will not be in substantial derogation from the intent and purpose of the Zoning By-Law. 2. Unless the variance is granted, the applicant will suffer substantial hardship, financial or otherwise. 3.
