HomeMy WebLinkAbout1952-07-1221, 1952 The meeting was called te order by the Chairman at 8:00 P.M. in the Town Building. This meeting-was a Public Hearing. Members present~ ~egory Mooradkanian, Ch~, Richard G. Wbtpple~ Secretary, . Andrew E. Alvino, Henry E. LunA, James J. Regan and Sa~ DiMauro. Application was received fr~m ~tts&ppe Messina and the Atlantic Reftnt,g Ce. requesting a variance from the Zoning Law so as to permit the erection and operation of a gasoline filling station on the premises located at the easterly corner ef Main Street and Sutton Street, North Andover~ This application was advertised in the Evening Tribune on the evening of July 12, 1952 and aL1 abutters were notified. Mre Walter White representing the Atlantic Refining Company was present and explained to the Board that although it was not necessary for a variance in this cas% the premises in question being located-in an Iu~ustrial District, That the comparff felt that it would Like to have this hearing and get the approval of the Board te establish this gasoline station. He also stated that this was the ideal location for such an establishment and he felt that it would not be injurious to neighborhood, in_ fact he felt that it would be quite an i~provement as the station would be a very good looking building and would add considerably to the corner. He stated that it was 200 feet away from the residential section and that there were already several filling stations in that vicinity. - Mr. Messina was also present at this hearing and stated that he owned a large grocery store across the street and he felt that the Building ef this station would be an ~mprovement over the present emp~ lot. Mr. Edward Harvey, head of the gas dealers association of greater Lawrence was present and represented the local gasoline station owners. He stated that all of the local owners were very much in opposition ef another station being operated at this location as they felt $~at there were enough of them there at the present time. He stated that the owners of the stations in the vicinity of Sutton' s Corner were all local men and taxpayers in this %own and that the erection of another station would be detrimental to their business. Mr. Francis CasImmn, ~ne of the owners, was present and stated that c~$av business was limited and that the establishment of another station would hurt all the local O~erse Mr. Francis Trembly another owner in that vicinity was present and stated that there was not enough business in that vic~$t~ to warrant the establish~ens of ~other station. Mr. Alec Taylor, who owns a station at ~a~!~oad Square also objeoted because he fel~ that another station would cut the volume of business for the local owners and that he felt that there was no room for another gas station in this town. Mr. George Schurender who owns a station on Chickering Road stated that he felt that gasoline stations ~n this town should be ]~-~ted in rmml~r on ~he sa~e principle as the liquor establietuaents, Gerald OallAhan, Stuart ~,~ers and George Nollins, all local station owners also objected to the granting of this permit. J,,l~ 1, 19%2 0ont: Mr. Oscar Azi~-, a resident near the corner of Sutton Street was also present and voiced his objection to the gr~anting of ~his permit. He stated theft the eperation of another gasel~e station at this location would create ~ore traffic and that it~was bad enough as it was at present. Mr. ~ite then ~tated that there would'be no traffic ~oblem with this'station as .there would be facilities for traffic to enter ou both Sutton Street and also on ~,,~,~ Street. A motion was made and seconded and it was VOTED to take this matter under ad- visement. After discussi_~ the above application, the Board felt that traffic conditions would not be more hazardous with another station in that locality that it wa~s at the present time. They also f eli that a station of the type proposed w~ld not be detrimental to the neighborhood, but on the other hand would ~w~.rove the appearance of the corner. The Board also felt that the main purpose of the epposition to this permit was that the. local owners feared the competion and that ~b~s matter whould not be taken into consideration by the Board. Motion was e~de and seconded and it was unanimously VOTE~ to grant the permit to the Atlantic Refining Compen~ ~d Gluseppe Messina for the erection and maintenance of a gasoline f~ll~g st~tion at the premises located at the Corner cf Sutton and Main Streetse Motion was made and seconded and it was VOTED to adjourn at 9:30 P.M.
