Dear Sir:
On January 12, 1970, the North Andover Zoning Board of Appeals composed of members
Arthur R. Drummond, Chairman; Daniel T. O'Leary, Secretary; J. Philip Arsenault,
Esq., Donald J. Leonard and Associate Member James A. Glynn, Jr., Esq. sitting in
place of Donald J. Scott met in the Town Office Building to hear the appeal of
Edward J. Welch requesting a variation of Section 7.3 of the Zoning By-Laws so as
to permit the addition of a warehouse and garage on the premises at 21 Main Street.
The hearing was advertised in the Lawrence Eagle Tribune on December 27, 1969 and
January 3, 1970 and all abutters were duly notified by certified mail.
Mr. Welch stated that the proposed building would be 84 feet x 29j feet, 1 story,
153 feet high. The area is zoned for General Business. He said it was necessary
for the building to be enlarged if he is to remain in business at that location
and since the lot is undersized a variance is necessary because of the closeness
to the lot lines.
Atty. John Fenton, Jr. appeared for Anna Milasauskas, an abutter in opposition.
Harold Trombly and John Caron spoke in favor of the variance. The Board took the
matter under' 4dvisement andvoted that the members would view the site.
At the meeting* on February 9, 1970 the same board members suggested possible changes
in the plans and Mr. Welch was to be contacted to see if they would be agreeable to
him at a special meeting to be called by the Chairman.
This conference was held in the Town Building on Tuesday, February 17, 1970, with
the same members present. Mr. and Mrs. Welch and John Caron participated. After
a lengthy discussion, the Board, on motion of Daniel T. O'Leary and seconded by
James A. Glronn, voted 4 to 1 to GRANT the variance, member Donald J. Leonard being
opposed.
The following reasons were given for the action:
1. The changes in the property as contemplated must adhere to the plans as submitted,
in all respects.

2, The requested variance will not adversely affect the public good to any sub-
stantial extent and not materially affect the general character of the neighborhood.
3. Unless the variance is granted, the applicant will suffer substantial hardship.,
financial or ,otherwise.
