Dear Mr. Long:
The Board of Appeals held a public hearing on Monday evening,
August 12 , 1985 upon the application of Richard A. Moynihan.
The hearing was advertised in the North Andover Citizen on
July 25 , 1985 and August 1, 1985 and all abutters were notified
by regular mail. The following members were present and voting:
Frank Serio, Jr. , Chairman, Alfred E. Frizelle , Esq. , Vice
Chairman, Augustine W. Nickerson, Clerk, William J. Sullivan and
Raymond A. Vivenzio.
The petitioners seek a special permit under Section 4 , Paragraph
4. 121(17) of the Zoning Bylaws , so as to permit partitioning of
an existing 241x231room into a family suite with bathroom, bed—
room and kitchen/living room for wife 's mother, Helen Reilly.
No exterior changes to house, on property located on Lot 'D'
Appleton Street.
Mr. R. Moynihan presented a plan showing the proposed changes.
Motion made by Mr. Frizelle to grant the special permit as requested,
subject to the following conditions : The premises be occupied by
Helen Reilly, the special permit shall expire at the time Helen Reilly
ceases to occupy the family suite, the special permit shall expire at
the time the premises are conveyed to any person, partnership, or
corporation, the applicant, by acceptance of the Certificate of
Occupancy issued pursuant to the special permit, garants to the
Building Inspector or his lawful designee the right to inspect the
premises annually. Seconded by Mr. Nickerson and vote unanimous .
