Lyons, Town Clerk Town Office Building North Andover, Na, Dear Sir: The following petition was heard at a meeting of the Planning Board on Monday evening, May 16, 1977 at 7:30 P.M,. in the Town Office Meeting Room. The following members were present and voting: Paul R. Lamprey, Chairman; William N. Salemme, Vice-Chairman; William Chepulis; and John J, Monteiro. Frank C. Gelinas, Engineer, represented the developer, Scott Properties, petitioning for a subdivision of a parcel of land containing approximately 18 acres of land and consisting of 12 lots, situated off Boston Street to be knows as "Paddock Estates", Mr. Gelinas informed the Board that this subdivision is located across from the "Willow Ridge" subdivision, has no communal water or sewerage, has two minor intermittent streams, is on the watershed of the Sang River, the drainage is basically at the inter- section of Boston St. and Paddock Lane (2 catch basins) and the predominant amount of water flows through the 30 in. culvert at Lot #1. He added, that there is no practical place to put a dry hydrant -with an impoundment area. All lots have 150 ft, frontage and conform to the Zoning By-Law. A discussion took place regarding the availability of water for fire protection. No persons were recorded as opposed, but Mr. Brace Horton, 8 Olympia Way, Andover voiced concern about drainage on or near Lot #7. At a meeting held on June 6, 1977, Member Chepulis made a motion to approve the proposal. Mr. Salemme seconded the motion. The vote was as follows: Messers Chepulis, Salemme and Lamprey in favor; Mr. Monteiro opposed, The subdivision was approved subject to the following conditions: 1. That the record owners of the subject laud forthwith execute and record a "covenant running with the land", or otherwise provide security for the construction of mays and the installation of municipal services within said subdivision, all as provided by G. L. c. 41, see. 81-U. f Paddock Estates Decision —2_ I 2. That all such construction and installations shall in all respects conform to the governing rules and regulations of this Board. 3. That the 20 ft, drainage easement on Lot #5 shall be extended to the end of the lot. 4. That the stations be shown on the plan from the proposed road. 5. That the size of the lots shall be stated in square feet. 6. That a 20 fto drainage easement be shorn on the westerly side of Lot #T for the entire length of Lot #7. 7. That the Oighray Department letter shall be incorporated into this approval except for the statement which reads "Phis subdivision should connect with Gray St. if at all possible". 8. That a 20 ft, drainage easement shall be shown on the southeasterly side of Lot #1 from the entrance of the culvert that crosses Boston St. in order to accomodate the drainage piok-wap by catch basins at intersection of Paddock Lane and Boston St. 9. That significant trees shall not be removed, damaged, or destroyed. 10. That, if existing, the ponding area shall be shown on Lot #1. 11. Percolation tests shall be certified by a registered professional engineer. 12. That no work shall be done in the subdiision until security in the form of a bond or covenant has been duly recorded and the plans are signed and recorded. 1$. That all fire protection improvements shall be constructed in accordance with the standards of the Board of Fire Engineers. 14.
