In the presentation, the applicant stated that he chose to retain the present driveway rather than put in a road to subdivision standards - this is not feasible because the driveway would be insufficient with a development of this size; 2. Shifting the proposed entrance of the driveway from its present location would present a hazardous condition on Great Pond Rd. - cumres, poor visibility; 3. The drainage system is questionable; 4. The road profile shows Road B ending up in a 5% grade but where it comes down frcsm the grounds proper it appears, by scale, to be more steep than the maximum of 6%; 5. The proximity of the subdivision to Lake Coohiohewiok with its attached drainage and seepage problems would be detrimental to the health, safety, and welfare of the citizens of the Town; 6. Because the nature and character of the development are such there would be an adverse effect on the water quality of the Lake, the Town's drinking water supply; 7. The proposal varies too greatly from Planning Board Rules and Regulations; 8. Dear Mr. Salemme: On the basis of the proposed plans submitted for the above-mentioned subdivision and the soil data compiled and the consid- erations hereinafter mentioned, this Board of Health recommends disapproval of this subdivision. I The Board finds from existing data that this development will have a detrimental effect on the water quality of Dake Cochichewick and the irpact of its contamination should be minimized. Prom the view- point of iraste:•,a.ter contamination, it is recommended that the impact can best be minirrized by the installation of a sewerage system wnich would collect all the i.-astevrater into a vrastewater treatment plant capable of secondary treatment. Secondary treatment is defined as a form of treat= ment which removes 85% suspended solids and 85% biochemical oxygen demand. "lith this type of treatment plant the wastewater effluent would receive a small dosage of chlorine to increase microbial kill in the effluent. This j entire system would substantially reduce the deleterious impact of the i subdivision on the water quality of the lake. The three specific findings that lead the Board of Health to adopt this recommendation is as follows: 1. The existing soil conditions; 2. The steep slope of the terrain and presence of intermittent streams resulting in flovra.ge towards the lake; and 3. The present failure of the subsurface disposal system now servicing existing Campion Hall. The soil conditions which were corpiled by a representative of this Board indicate the soil to contain significant quantities of fine *.• ich materials, namely clay and silt with some sand and gravel. The phenomena rh occurs vrhen clay and silt get fret, is that these particles expand and fill the voidsresent in the soil and the leaching field fails to function P !; properly. The leachate TOAch normally filters dovnvrard begins to rise to The surface and then proceeds to flow overland according .to the slope of the terrain. Since clay and silt are present in significant quantities (see percolation tests and test pit results), there is a strong likelihood of failure in the individual systems vhich will lead to contamination of the lake.
