SSACHU`+�S TOWN OF NORTH ANDOVER MASSACHUSETTS BOARD OF APPEALS Willows Park Child-care* Petition: X1133-88 65 Flagship Drive N. Andover, MA 01845 DECISION The Board of Appeals held a public hearing on May 10 and August 9, 1988 .and a Special meeting on Monday evening, August 22, 1988 upon the application of Willows Park Child Care Center requesting a Special Permit of Section 4, Paragraph 4.131(17) of the Zoning Bylaws so as to permit a day care center at 65 Flagship Drive. The following members were present and voting: William Sullivan, Acting Chairman, Augustine Nickerson, Clerk, Walter Soule and Raymond VivenZio. The hearing was advertised in the North Andover Citizen on April 21 and April 28, 1988 and all abutters were notified by regular mail. Upon a motion made by Mr. Nickerson and seconded by Mr. Vivenzio, the Board voted, unanimously, to DENY the Special Permit as requested. The Bard finds that the petitioner has not satisfied the provisions of Section 10, Paragraph 10. 31. of the Zoning ByLaws and 'the granting of this Special Permit would derogate from the intent and purposes of the Zoning ByLaws and would adversely affect the neighborhood.
