Lyons, Town Clerk Town Office Building North Andover, Massa Dear Sir: The following petition was heard at a meeting of the Planning Board on Monday evening, February 23, 1970 at 7:30 P.M. at the Town Office Building. Members present and voting were: William Chepulis, Jr., Chairman; Robert J. Burke, Vice Chairman; Donald N. Keirstead, Secretary; George B. Farley and Charles W. Trombly, Jr., Esq. STEWART P. WILSON petitioned to amend the North Andover Zoning By-Law and Zoning Map by changing from Country Residential to General Business a parcel of land containing approx. 8.810 acres on Winthrop Avenue (Rte. 114) at its intersection with the westerly line of Waverly Road, also bounded by land of DeMoulas Realty Trust. Mr. Wilson said an office building complex is planned that would cost about one million dollars. Many abutters in the area were opposed because they felt this would add to an already existing traffic hazard and problem, it would be too close to residential dwellings in the area and would depreciate the value of their homes. The Planning Board met again on Friday evening, February 27, 1970 with the same members present. Mr. Farley made a motion to recommend unfavorable action. Mr. Keirstead seconded the motion and the vote was unanimous. The reasons are as follows: 1. A traffic problem exists and the Board feels this re-zoning would increase the present hazard. 2. The area is too close to residential land which already has dwellings on it. Because of unfavorable recommendation and because two years have not elapsed since last Town Meeting when this same petition was presented, no action can be taken at the March 14.. 1970 Town Meeting.
