SPECIAL PERMIT and hereby authorize the Building Inspector to issue a

for the construction of the above work, based upon the following conditions:
Approval of Drainage system by Board of Public Works
General notes to be part of specifications of said plan

7:30 PM at the Town Building, the Planning Board of North Andover
heard the petition of the Board of Appeals to amend Section /+.4,4

Dear Sir:
After a duly advertised Public Hearing held on Monday, January 5, 1959
at 8:00 PM at the Town Building, the Planning Board of North Andover
held a hearing to consider the question of whether or not motels should
be permitted in the Town and, if so, in what zoning districts-and,
further, what condition, restrictions and provisions should be imposed
on the builder and/or thaintenance thereof.
This is to advise the Planning Board recommended favorable action on
this matter.

This cause came on to be heard on Monday, November 10, 1958 at
8 :00 PM. Present were the following members: Daniel T. O'Leary,
Chairman, Kenneth Terroux, Secretary, Donald F. Smith, Henry Lund,
and Robert Burke.
The petitioners were represented by Atty. Joseph F. Bacigalupo and
Atty. Andrew A. Caffrey, Secretary for the Lawrence Airport Commission.
The petitioners applied for a special permit under the provisions of
Section 4, Paragraph 4-44 of the Zoning By Law so as to permit the
erection of a motel on the premises located on the Northerly aide of
Sutton Street and the Westerly side of Clark Street as shown on a
plan of land of portion of Lawrence Municipal Airport, North Andover,
Mass. , Joseph L. Paley, C.E. 7 October 1958.
A hearing was conducted as required by the Zoning By Law on Novem-
ber 10, 1958. At and following the hearing, the Board examined a
site plan submitt#d and requested various changes therein for reasons
of safety and health. The plans were subsequently amended and have
been submitted to the . Board and are entitled Plan of Land Portion of
Lawrence Municipal Airport, North Andover, Maas . , Joseph L. Paley, G,E.
15 December 1958.
Upon motion p ti n duly made and seconded it was voted by the four members
present (Daniel T. O'Leary, Donald F. Smith, Henry Lund and Robert Burke)
:Kenneth Terroux being absent when the vote was taken that the special
permit issue for the erection of a motel be only in accordance with
the plans dated December 1958, the general notes appearing thereon to
be considered and to be made a part of the specifications of said
plan and subject further to approval of the drainage system by the
North Andover Board of Public Works.

REASONS FOR DECISION. The By Law provides that a motel shall be
allowed in an. Industrial area. The Board finds that the premises
concerned are in an Industrial area and the area is in excess of
three acres, that the proposed building will not be injurious to
the general health, safety and welfare when constructed to the
said plan of 15 December 1958.
