Dear Mr. Long :
The North Andover Planning Board held a public hearing on
Sep-;nber '7 , 1'389 in the Town Hall, Selectmen' s Meeting Room upon the
a + lication of National Aerial Advertising, Inc. , Lawrence Municipal
Airport, NortY; Ramp, North Andover, MA. The hearing was duly advertised
in the Nortn Andover Citizen on August 24, and August 31 , 1989 and all
parties of interest were notified. The following members were present
and voting: George Perna, Chairman, John Simons, Clerk and Erich
Nitzsche . Jack Graham and Paul Hedstrom were absent.
The petitioner seeks approval of Site Plan Review under Section
8 . 3 of the North Andover Zoning Bylaws. The purpose of the Site Plan
Review is to construct a a one story 9, 600 sq. ft. building for office
and hanger, on a lot containing 404 . 77 acres on the south westerly side
of Clark Street, in an Industrial-2 ( I-2 ) Zoning District.
John Simons read the legal notice to open the public hearing.
Christian Huntress gave an overview of the project to the Board
and all others present. Material which the Board had asked for was
presented by Ms. Kathy Egmont of National Aerial Advertising, Inc. This
material included: revised site plan showing additional landscaping, and
a tree line buffer, both existing and proposed.
A :notion was made by Erich Nitzsche to continue the public
hearing to September 21 , 1989 meeting. The motion was seconded by John
Simons and voted unanimous of those present.

On Seatember 21 , 1989 the Planning Board held a regular meeting
ir. the Town hall , Selectmen ' s Meeting Room. The following members were
Present : George Perna, Chairman; John Simons, Clerk; Erich Nitzsche and
Paul Hedstrom:; . Jack Graham was absent.
The applicant presented the Board will plans that designated the
no cut line .
The Doard reviewed the draft decision and added a condition that
prior to a Ce-tificate of Occupancy being issued for any structure the
app icant shall submit a certified As-Built Plan. The plan shall be
reviewed and approved by the Planning Board.
A motion: was made by Erich Nitzsche to close the public hearing
and approve tiie draft decision as amended. The motion was seconded by
Paul Hedstrom and voted unanimously by those present.

NATIONAL AERIAL SPECIAL PERMIT - SITE PLAN REVIEW
SPECIAL PERMIT APPROVAL, SECTTION 8.3 OF THE NORTH ANDOVER ZONING
BYLAW.
The Planning Board makes the following findings regarding this
Special Permit as required by section 8.3 of the Zoning Bylaws:
1., The proposed use and site design for this lot are
appropriate, due to it's location in Town.
2 . Adequate vehicular and pedestrian access into the surrounding
site has been provided.
3 .; The landscaping plan as shown and revised, meets the
requirements of section 8.4 of the Zoning Bylaws.
4., The site drainage system is designed in accordance with the
Town Bylaw requirements.
5. The applicant has met the requirements of the Town for Site
Plan Review as stated in Section 8 . 3 of the Zoning Bylaw.
6. Adequate and appropriate facilities will be provided for the
proper operation of the proposed use.
The Planning Board finds under Section 8 . 35 of the Zoning Bylaw
that the proposed site plan generally complies with the Town
Bylaw requirements but requires minor conditions in order to be
completely in compliance with Town Bylaws.
Finally, the Planning Board finds that this proposal complies
with the Town of North Andover Bylaw requirements so long as the
following conditions are complied with. Therefore, in order to
fully comply with the approval necessary to construct the
facility as specified in the Special Permit before us, the
Planning Board hereby grants a Special Permit to the applicant
provided the following conditions are met:
1. Any Plants, Trees or Shrubs that have been incorporated
into the Landscape Plan approved in this decision, that die
within one year from the date of their installation shall be
replaced by the applicant.
2 . All drainage facilities including detention basins, shall be
constructed and erosion controlled prior to any building
permit being issued on the site.
3. All Planning Board Order of Conditions are to be placed upon
the recorded Definitive Plan, ( Cover Sheet ) prior to
endorsement and filing with the Registry of Deeds.
4. The contractor shall contact Dig Safe at least 72 hours
prior to commencing any excavation.

5. Gas, Telephone, cable and Electric utilities shall be
installed as specified by the respective utility companies.
6., All catch basins shall be protected and maintained with hay
bales to prevent siltation into the drain lines during
construction.
7. No open burning shall be done except as is permitted during
burning season under the Fire Department regulations.
8. No underground fuel storage shall be installed except as may
be allowed by Town Regulations.
9.' All buildings shall have fire sprinklers installed prior to
the issuance of the Certificate of Occupancy, per order
NAFD.
10. Prior to a Certificate of Occupancy being issued for any
structures, this site shall have received all necessary
permits and approvals from the North Andover Board of
Health.
11. Prior to a Certificate of Occupancy being issued for the
structure, the site shall be reviewed by the Planning
Board. Any screening as may be reasonably required by the
Planning Board shall be added at the owners expense.
12. Prior to endorsement of the plans, all off site utilities
shall be submitted to and approved by the North Andover DPW.
13. Prior to a Certificate of Occupancy being issued for the
structure on this site, the applicant shall submit a
certified As-built plan. The plan shall be reveiwed and
approved by the Planning Board Staff.
The following plans shall be deemed as part of the decision:
