Dear Sir:
The following petition was heard at a meeting of the Planning Board on Wednesday
evening, May 319 1972 at 7:30 P.M. at the North Andover High School Auditorium.
Members present and voting were: Charles W. Trombly, Jr., Chairman; Donald N.
Keirstead, Vice Chairman; Fritz Ostherr, Clerk and William Chepulis. John Monteiro
was able to attend the meeting only briefly and was unavoidably called away.
POSTE REALTY TRUST petitioned to amend the Zoning By-law and Map by adding a
Business-3 District, with restrictions as shown on the legal notice and to zone a
parcel of land owned by Dandeneau, containing approx. 55 acres, bounded on the
southerly side by Willow Street and westerly 500 feet along Chestnut Street.
There were 75-100 people present for the hearings of the evening. Atty. Victor
Hatem represented the petitioners. He explained that the area is next to McLay's
Garden Center on Rte. 111 and across the street from the proposed B-3 area. He
feels this is the better area for a shopping center; it has an industrial area as
a buffer and few abutters would be affected; there would be controlled access. They
intend to create a high elass shopping center, not one comprised of discount and cut
rate stores. Several abutters spoke in opposition stating that the area should not
be developed commercially, the town does not need another shopping center and it
would add to the already existing traffic problems.
The petition was taken under advisement. The Board held a special meeting on Monday
evening, June 5, 1972 at the North Andover High School with the same members present
and voting. Mr. Chepulis made a motion to recommend UNFAVORABLE ACTION; Mr. Ostherr
seconded the motion and the vote was unanimous. The Board felt the area is more
appropriate for industrial use and so used it .would allow for a more orderly develop-
ment of the area including services, such as water and sewer.
