Dear Mr . Long :
The Board of Appeals held a public hearing on Monday evening ,
August 8 , 1983 upon the application of George F . Redman . The
hearing was advertised in the North Andover Citizen on July 21
and 28, 1983 and all abutters were notified by regular mail .
The following members were present and voting: - Frank Serio , Jr; ,
Chairman Alfred E . Frizelle , , Esq . , Vice Chairman , Richard J .
Trepanier , Esq , , Clerk ; William J . Sullivan ; and Augustine W.
Nickerson .
The petitioner seeks a Special Permit under Section 4 , Para-
graph 4. 122 ( 14)a of the Zoning By Law so as to permit the
conversion of an existing dwelling into four units on premises
located at 88 Elm Street.
Mrs . Nancy Redman testified that the proposed conversion will
result in three units in the main house and one unit in the
attached garage (barn ) , for a total of four 2-bedroom units .
A family member would live on the premises . In addition , ample
off-street parking will be provided .
Several neighbors voiced_ their opposition at the hearing .
Upon a motion made by Mr. Trepanier and seconded by Mr. Frizelle ,
the Board voted unanimously to grant the Special Permit allowing
the conversion subject to the following conditions :
1 . The main house be converted to accomodate no more than three
(3) units ,
2 . No conversion for apartments or living quarters will be allowed
in the garage (barn ) ,
3. Off-street parking will be provided for a minimum of six (6)
cars with appropriate screening to that the parking area will
not be seen from the street.

The Board finds that Section 10. 31 of the Zoning By Law has
been satisfied . In particular , the Board finds that the spe-
cific site is an appropriate location for such a use ; the use
as developed will not adversely affect the neighborhood ; there
will be no nuisance - or serious hazard to vehicles or pedestrians ;
adequate and appropriate facilities will be provided for the
proper operation of the proposed use; and the use as developed
is in harmony with the general purpose and intent of the Zoning
By Law :
