Principal Points:
We are _consistantly getting calls (through our N.
Andover listed telephone number) at both our Methuen and
Haverhill Centers for Infant-toddler care, however, they
are looking for child care located in N. Andover. We feel
that locating an Infant-toddler Center for 18 children at
206 Pleasant Street would not adversly affect the neighbor-
hood in appearance or noise level. We are further convinced
that; a maximum of 18 vehicles twice a day added to the
existing traffic flow would certainly be negligable. Our
I past: experience leads us to believe .there would probably be
no more than 5 vehicles coming into the center for pickup
or drop off at any one time.
There are very few centers in the entire Merrimac
Valley who offer Infant-toddler care. We feel this would
be a needed addition to the community, not a hinderance or
an irritation.

N. Andover, MA 01845 DECISION
The Board of Appeals held a public hearing on June 13, 19899 continued to August 4.
1989 upon the application of Robert Reed requesting a Special Permit from the re-
quirements of Section 4.122(20) of the Zoning Bylaw so as to permit the operation of
an infant-toddler day care center on the premises located at 206 Pleasant Street.
The following members were present and voting: Frank Serio, Jr. , Chairman, Raymond
Vivenzio, Anna O'Connor and Louis Rissin.
The hearing was advertised in the North Andover Citizen on May 25, 1989 and June 1,
1989 and all abutters were notified by regular mail.
Upon a motion made by Mr. Vivenzio and seconded by Ms. O'Connor, the Board voted,
unanimously, to allow the petitioner to WITHDRAW WITHOUT PREJUDICE. The Board finds
that the plans presented were not detailed enough and_suggested, that ,Mr. Reed have
an engineer draw the plans up before he returned with another petition.

The Board of Appeals held a public hearing on April 12, 1988 on the application
of Robert Reed requesting a Special Permit from the requirements of Section 4,
Paragraph 4.123(21) and Table 1 of the Zoning Bylaw so as to permit the petitioner
to operate a day care center on the premises located at 206 Pleasant Street. The
following members were present and voting: Frank Serio, Jr. , Chairman, Augustine
Nickerson, Clerk, William Sullivan, Walter Soule and Raymond Vivenzio.
The hearing was advertised in the North Andover Citizen on March 24 and March 31,
1988 and all abutters were notified by regular mail.
Upon a motion made by Mr. Vivenzio and seconded by Mr. Nickerson, the Board voted,
unanimously, to ALLOW THE PETITIONER TO WITHDRAW WITHOUT PREJUDICE. Due to the
number of children that would be involved, the Board found that the plans present-
ed were inadequate.

Dear Sir:
A public hearing was held by the Board of Appeals on December 8, 1980
upon application of Robert and Lorraine Reed requesting relief of a
decision made by the Building Inspector on the premises located at
14 - 16 Ashland Street.
The Building Inspector ruled that the use of the premises must continue
to conform to the allowed uses in an Ind-S District, and the petitioner
wishes to revert back to the previous residential use.
The following members were present and voting: Frank Serio, Jr. , Chairman;
Alfred E. Frizelle, Esq., Vice-Chairman; Richard J. Trepanier, Esq., Clerk;
Walter F. Soule; and Raymond Vivenzio, Esq. The hearing was duly advertised
in the North Andover Citizen on November 20 and Dec 4, 1980 and all
abutters were notified by regular mail.
Upon a motion made by Mr. Frizelle and seconded by Mr. Trepanier, it was
voted unanimously to DENY the request for lack of jurisdiction.
