The following members were present and voting: William Chepulis, Chairman; William N. Salemme, Clerk; Paul R. Lamprey and John J. Mont6iro. Due to the absence of Fritz Ostherr, Vice-Chairman, the hearing was tape recorded in order that he may,vote on the matter. Frank C. Geli.nas, representing SCOTT PROPERTY, INC., petitioned for a subdivision of a parcel of land containing approximately 22 acres situated at Gay and Stiles Streets, subdivided into 18 lots and to be known as "Harold Parker Estates" subdivision. Mr. Gelinas presented plans and profiles to the Board. He stated that all the lots are 1 acre with 150 ft, frontage, and there are no unusual grades in the topography. Mr. Alfred Boush, 169 Gray Ste and Mr. Charles Nelson, 31 Gray Ste expressed some concern regarding Stiles St. and the stone wall near the cul de sao, respectively. There were no major problems with the developments and there was no opposition. At a meeting held on March 3, 1975, Mr. Lamprey made a motion to APPROVE the subdivision subject to the conditions and requirements of the Town Depts. Mr. Monteiro seconded the motion. 'Mr. Ostherr was present and all five members voted unanimously.in Favor. The conditions are as follows: 1. Gelinas, representing SCOTT PROPERTIES, INC. petitioned for a subdivision of a 'parcel of land containing approximately 14 acres situated off Boston St., subdivided into 12 lots and to be known as "Willow Ridge Estates". The following members were present and votings William Chepulis, Chairman; Fritz Ostherr, Vice-Chairman; William N. Salemme, Clerk; and Paul R. Lamprey. Scott Follansbee and Frank C. Gelinas represented Scott Properties, Inoo and petitioned for a subdivision of a parcel of land containing approximately 2* acres situated near Boston St., to be subdivided into 2 lots and to be known as "The Andovers". Plans were presented to the Board by Mr. Gelinas who stated that Lot A is not considered a building lot in North Andover, but will probably be considered such in Andover. Lot B has the proper frontage. They propose to put in a small cul de sac which will be in conformance with the rules of the Town<of North Andover. The slope of the land is 6% near Boston St., there is no water or sewerage and the drainage improvements are provided for on the plane Mr. Gelinas stated that there is a 10-12 fto clearance between existing property lines. According to Mrd- Follans- bee, the property was purchased in November or December of 1975• The Plan that he was' shown is an exact copy of the one recorded at the Registry except that the plan at the Registry noted that Lot A was not a buildable lot. Charles Foster, Building Inspector, vouched for the accuracy of that fact. Ce Dunn, an abutter, was concerned about the proximity of the cul de sac to his property and felt it would decrease his property value. At a meeting held on March 22, 1976, a motion was made by the Subdivision Control Sub- committee to disapprove the proposed tubdivision for the following reasons: 1) that the subdivision route taken is an obvious attempt to subvert the Zoning By-Law and 2) the turn-around does not meet the radius requirement. The vote on the motion was unanimous.
