Dear Sir: The North Andover Zoning Board of Appeals met in the town building on Monday, October 19, 1970 with the following members present and voting: Arthur R. Drummond, Chairman; Daniel T. O'Leary, Secretary; Donald J. Scott; J. Philip Arsenault, Esq. and Joseph A. Miragliotta, Esq., Associate Member. KARL A. SEIABURG requested a variance under Section 7.21 of the Zoning By-Lax to permit the erection of a garage and family room addition to his dwelling. The premises are located on the south side of Boston Street at the corner of Sullivan Street and known as 186 Boston Street. This public hearing was advertised in the Lawrence Eagle- Tribune on October 3 and 10, 1970 and all abutters were duly notified by regular mail. Mr. Seaburg said his house is located in such a waythat a variance is necessary in order for him to add a family room and garage. The proposed addition will be 24 feet front, 28 feet deep, 2 stories-20 feet high, the garage to be on the first floor and the family room on the second floor. This is in a rural residential area. There were no abutters present and there was no opposition. After due consideration, upon motion of Daniel O'Leary, seconded by J. Philip Arsenault, the variance was unanimously granted for the following reasons. 1. No adverse effect, materially or otherwise, to the general character of the neighborhood. 2. Substantial hardship, financial or otherwise, will be suffered by the applicant. 3. There will be no substantial derogation from the intent and purpose of the zoning by-law.
