APR 19 11 26 AN r83 TOWN OF NORTH ANDOVER MASSACHUSETTS BOARD OF APPEALS April 15 , 1983 Mr. Daniel Long, Town Clerk Robert Sechrist Town Office Building 146-150 Middlesex St. North Andover, Mass. Petition No. 18-183 Dear Mr. Long: The Board of Appeals held a public hearing on Monday evening, April 21, 1993 upon the application of Robert Sechrist. The hearing was advertised in the North Andover Citizen on March 24 and 31, 1983 and all abutters were notified by regular mail . The following members were present and voting: Frank Serio, Jr. , Chairman; Alfred E. Frizelle , Esq. , Vice Chairman; Richard J. Trepanier, Esq. , Clerk; Pulliam J. Sullivan; and Augustine W. Nickerson. The petitioner seeks a Special Permit under Section 4. 122 Para- graph 14 of the Zoning' Hy Law to permit the conversion of a three family dwelling to a four family dwelling on premises located at 146-150 Middlesex Street. The petitioner testified through counsel that the premises were converted to a three family dwelling in 1974 when the Board of Appeals granted a variance and Special Permit to use the structure for residential purposes. The building is the former American Legion Home. He further testified that the applicant wishes to convert the base- ment to a fourth unit with minor exterior changes . Parking will be provided for eight (8) vehicles . Upon a motion made by Mr. Frizelle and seconded by Mr. Nickerson, the Board .voted unanimously to grant the Special Permit subject to the condition that there be eight (8) parking spaces as presented. The Board finds that each of the conditions as set forth in Section 10. 31 of ,the Zoning By Law have been satisfied.
