Dear Sirs
The following petition was heard at a meeting of the Planning Board on Memdsy
evening, June 5, 1967 at the Town Office Building and the Fire Station Meeting
Room. Members present and voting were: William Cheyalis, Jr., Chairmn;
Robert J. Burke, Vice Chairman; Howard Gilman, Secretary; James M. Berman and
George B. Farley,
TERRA FIRMA, INC. petitioned to subdivide a parcel of land between Sutton and
Chadwick Streets, formerly owned by the City of Lawrence Airport Commlission,
containing 14.71 acres more or less, and in accordance with the plans submitted.
Joan J. Willis.. Esq. representedthepetitioner, Jean J. Chalifour, Pres., why
was also present. There were over fifty people present for the hearings of the
evening. The subdivision contains 20 lots and lot #21 will be granted to the
Town to add to the Chadwick Playground land. The lots most all requirements as
to size, frontage, etc. The lots fronting on Sutton and Chadwick Streets do not
require Plannifg Board approval under the Subdivision Control Law and could be
built on immediately. A roadway win go through from Sutton Street to Chadwick
Street. The subdivider will install all utilities, facilities, equipment, etc.
A large number of abutters and nearby residents spoke in opposition since they
were of the opinion that the developer was going to erect duplex hones. Mr.
Chalifour stated that it was possibly hezay do so, he was not certain yet as to
what type of homes would be built. Be said he would comply wIM an of the rules
and regulations and by-claws of the Town.
Mr. Bannan made a motion to take the petition under adviswunt. Mr. Si]asn
seconded the motion and the vote was unanimous.
At a Special Meeting held on Saturday morning, Jame 17Th at 1Os0O A.M. the Board
voted on the petition. Mr. Burke made a motion to approve the subdivision plans,
subject to the following conditions. Mr. Gilman seconded the motion and the vote
was unanimous. (Mr. Bannsn was not present to vote.
Conditions
That the record owners of the subject land forthwith execute and record a
Tenant rEmning with the land*, or otherwise provide security for the con-
,tion of ways and the installation of wmicipal services within said sabdivision,

all as provided by G.L. c. Al, p. 81-0.
2. That all such construction and installations shall in all respects conform to
the governing rales and regulations of this Board.
3. That, as required by the Borth Andover Board of Health in its report to this
Board, no building or other structure shall be built or placed upon bots as shows
on said Plan without the prior consent of said Board of Health.
4, That water and sewer will be according to the rules and regulations of the
Board of Public Works,
5. That surface drains and street bounds mast be installed; the construction of
streets and driveways shall be subject to the approval of the Highway Department.
6. The roads must be hot-topped and proper street signs installed.
7. Approval is subject to the requirements of the Focal and/or State Dept. of
Public Health regarding sanitary disposal Wgtens.
8. Mush comply with the Board of Fire Engineers' requirements as to the fire
alarm system.
