Dear Mr. Long:
The Board of Appeals held a public hearing on Monday, November 14 ,
1983 upon the application of Jose Bruqueta . The hearing was ad-
vertised in the North Andover Citizen on October 27 and November 3 ,
1983 and all abutters were notified by regular mail .. The following
members were present and voting : Frank Serio , Jr . , Chairman ; Richard
J . Trepanier, Esq . , Clerk ; William J . Sullivan ; and Associate Members
Walter F. Soule and Raymond A. Vivenzio .
The petitioner seeks a variance from the provisions of Section 7 ,
Paragraph 7 . 3 and Table 2 of the Zoning By Law so as to permit the
construction of a garage which will not meet the side or rear setback
requirements on premises located at 25-27 Pleasant Street .
The petitioner testified that the proposed location of the garage does
not interfere with other property in the neighborhood and , aesthetically ,
the location as shown on the plan is the best placement of the structure .
In addition, the proposed garage is located further from property lines
than other garages in the neighborhood . Denial of thvariance would
create a detriment to the architectural harmony of th area .
The Board rendered its decision at a regular meeting eld on Monday ,
December 12 , 1983 with the following members present and voting: Frank
Serio , Jr . , Chairman ; Richard J . Trepanier , Esq. , Clerk ; William J .
Sullivan ; and Associate Member Walter F . Soule .
Upon a motion made by Mr. Sullivan and seconded by Mr . Soule , the Board
voted unanimously to grant the variance as reqqested .

The Board finds that a literal enforcement of the provisions of the
Zoning By Law would create a hardship to the petitioner. Further ,
the Board finds that relief may be granted without nullifying or
substantially derogating from the intent and purpose of the Zoning
By Law .
