Ground cover consists of heavy vegetated growth with scattered brush throughout the site. The site has no defined trails or paths, nor does it serve as a link between open spaces. The project consists of a 770 + foot roadway and the construction of 5 lots which would serve single family dwellings. This land use is conducive ' to this area of North Andover so it would blend into the existing surroundings. The project will also contribute to upgrading Rea Street to bring it up to existing Town Standards. SURFACE WATER AND SOILS ' The project has no standing water on site, but is adjacent to Mosquito Eroor_. The northern tip of our site meets with thr brook at Rea Street. ' No wetland was observed on our site , however, adjacent to our site :Mosquito Brookl, has a large wetland surrounding it upstream of Rea Street, but it was not found to encroach our site. A Notice of Intent will be filed for the site to address all erosion and sedimentation control measures. During analysis, the Flood Insurance Rate 'tap (F'IRri) for the Town of North ' Andover indicated that part of the 100 year flood plain was on our site. Subsequent calculations revealed that the 100 year storm did cause flooding up to Elevation 166, which does, encroach our site on the Westerly side. This floods' line is shavn on sheet 2 of 3 of "Subdivision Plan of Land of Florence Estates"in North Andover, MA, drawn for ECS Inc. , dated November, 1984. Existing site drainage consists of an east to west over land flow from Sl=.er ' Street to Mosquito Brook. The ..ul,tiequent roadway and lot grading will try to retain as much of this natural drainage pattern as possible. Two :.ets of catch basins will be provided, one set will be at the intersection of the ' proposed South Cross Road and Rea Street. 'Phis will channel the surface runoff through subsurface drain lines to the upstream end of Mosquito Brook where it would flow naturally. ' The second set of catch basins will collect the upper portion of the Proposed cul-de-sac and channel it through street drain lines between lot: 2 and ?. Rip-rap will be provided at the outfall of the system so as to control erosion. Also, site grading will be done so as to ije conducive to the natural flow of ' storm drainage runoff, and all grading will be loamed and seeded after construction. Any increase, due to road and house construction, could be handled by the wetland area adjacent to Mosquito Brook which has a surface area of 80+ ' acres. See enclosed "Pre-and Post-Develonment Drainage Analysis" for design cond`t_on_. Sewage will be handled by on lot subsurface disposal systems if underground prom. sewer lines are not approved by the Town at the time of scheduled construction of these houses. A4EARUUCX EMGAKE040 SERVICE`, IN( 0 66 PARR STREET. 0 ANOOV60 MASSACHUSETTS 01810 ' At this time, various developers of land in the Salem Street area are working on preliminary plans for a comprehensive sewer system that would ' service parts of Salem Street, Abbott Street, Rea Street, and Bradford Street. When plans are worked out between all of the concerned parties , Florence Estates will be hooked up to public sewer. Plans are being. looked ' at for a common pumping station near Mosquito Brook, in the vicinity of the proposed Francis Estates. As of now, subsurface disposal systems are proposed. All subsurface ' disposaal systems will be 41 above the seasonal hil;h water table, therefore causing no adverse effect on subsurface coater. All Local and State Regulations will be adhered to during construction of the disposal systems.. ' T014N SERVICES The proposed site will generate 2 cars/lot for a total of 1G cars. Eacr. car will generate about 8 trips/car/day maximum, therefore, resulting in 80 trips per day, which would be serviced by the upgraded Rea Street , cars could egress onto either Summer Street or the proposed road for Francis Estates which would provide access; to Abbott Street. Offstrieet parking will be provided at eapt, Louse in the form of a driveway. ' Overall circulation will be improved because of the upgrading of Rea Street, and police and fire protection will be improved. ! Approximately 19500 feet of road will be uuilt , and subsequently, maintained by the DPW. ' Also, water service will be extended down t*rom Summer Street to service the 5 house lots. ' The project will add approximately 10-15 ci,ildren to the educational system. A Notice of Intent shall be filed with the Conservation Commission as required under Chapter 131 - Wetland Protection Act and the local wetlands regulations . 2. An additional fire hydrant shall be installed midway between the two hydrants shown on the Preliminary Plan in accordance with Section VF( 3) Water Facilities in the Fire Code. 3. Any drainage from cellars or lot development shall be tied into the designed drainage system to be shown on the definitive plan, and approved by the Planning Board and Highway Surveyor . Road pavement and gravel width shall be increased by three (3) feet in all areas where cape cod berm is required, to be determined in the field by the Highway Surveyor . CONDITIONAL APPROVAL. (1) There shall be no driveways placed where stone bound monuments and/or catch basins are to be set. it shall be the developers responsibility to assure the proper placement of the driveways regardless of whether individual lots are sold. The Planning Board shall require any driveway to be moved at the owners expense if such driveway is at a catch basin or stone bound position. Certification by the Department of Public Works will be required prior to the issuance of a certificate of occupancy. (2) All drainage facilities including detention basins, shall be constructed and erosion controlled prior to any lot release. (3) An as-built plan and profile shall be submitted for review and approval prior to the final release of DPW bond money. A certified interim as-built verifying that all utilities have been installed in accordance with the plans and profile shall be submitted prior to the application of the binder coat of pavement. In addition, all required inspection and testing of water, sewer, and drainage facilities shall be completed prior to binder course paving. (4) All Planning Board order of conditions are to be placed upon the recorded Definitive Plan, ( Cover Sheet ) prior to endorsement and filing with the Registry of Deeds. (5) Throughout all lands, tree cutting shall be kept to a minimum in order to minimize erosion and preserve the natural features of the site. Accordingly, the developer in conjunction with a registered arborist, shall submit a tree cutting and reforestation plan consistent with the provisions of Section 5.8 of the North Andover Zoning Bylaws to be approved by the Planning Staff prior to the applicant receiving a permit to build on any lot within the subdivision. This Plan shall explicitly include specific trees to be retained. Also, the developer shall inform the Town Planner when significant tree cutting is to occur in order that the Planner may determine the need to be to be present. (6) The contractor shall contact Dig Safe at least 72 hours prior to commencing any excavation. (7) Gas, Telephone, Cable and Electric utilities shall be installed as specified by the respective utility companies. (17) The conditional approval granted by the Planning Board on November 1984 shall remain in full force and effect except as modified by this decision.
