Dear Mr. Long:
The Board of Appeals held a public hearing on Monday evening, April 11,
1983 upon the application of Eileen Liles. The hearing was advertised
in the lbrth. Andover Citizen on March 24 and 31, 1983 and all abutters
were notified by regular mail. The folloiwng members were present and
voting: Frank Serio, Jr. , Chairman; Alfred E. Frizelle, Esq. , Vice
Chairman; Richard J. Trepanier, Esq. , Clerks William J. Sullivan; and
Augustine W. Nickerson.
The petitioner seeks a variance from the provisions of Section 7 , Para-
graphs 7. 2 , 7. 3 and Table 2 of the Zoning By Law and a Special Permit
under Section 4. 122 , Paragraph 14 of the Zoning By Law so as to permit
the conversion of a two family dwelling to a four family dwelling and
relief from the frontage and setback requirements on premises located
at 1112 Ashland Street.
The petitioner testified through a representative of Pickwell Builders ,
Inc. , the prospective purchaser, that the dwelling had been constructed
prior to the enactment of the Zoning By Law and that there are other
multi-family dwellings in the neighborhood.
According to the petitioner, it is ecomonically necessary to convert the
existing dwelling unit to a four family dwelling unit and the variance
request is necessary because of the dwelling's non-conformance.
The petitioner further testified that a common driveway is proposed to
service both 10-12 Ashland Street, shown as Lot A on the plan and 14-16
Ashland Street, shown as Lot B on the plan, owned y Pickwell Builders,

Inc. and for which a variance and Special Permit were granted by the
Board of Appeals in December, -1982 , being Petition No. 39 ' 82 , A
total of sixteen (16) parking spaces will be provided for the two dwellings
and there will be minimal exterior change to the building.

Upon a motion made by Mr. Prizelle and seconded by Mr. Trepanier, the
Board voted unanimously to grant the variance as requested and grant
the Special Permit as requested subject to the condition that there be
eight (8) parking spaces to the rear of the dwelling on Lot A and sub-
ject to the condition that if the Planning Board denies the proposed
common driveway for Lots A and B, the applicant will present to the
Board of Appeals a revised plan showing access across Lot A to the
eight (8) parking spaces in the rear of the dwelling.
The Board finds that the particular location is suitable for a four-
family unit and that each of the provisions of Section 10 , Par. 10 . 31
for a Special Permit have been satisfied. Further, the Board finds
that the provisions of Section 10 , Par. 10 . 4 have been satisfied in
regard to granting the variance.
