Dear Sir:
On Monday evenings March 9, 1970, at the Town Office Building, the
North Andover Board of Appeals held a public hearing upon the appli-
cation of Local 1365 Communications Workers of America AFL-CIO who
requested a variance of Section 7.5 of the Zoning By-Law so as to
permit the erection of a building to replace the present structure
located on the east side of Osgood Street, approximately 800 feet
distant from the corner of Bradford Street and known as 1627 Osgood
Street. The hearing was advertised in the Lawrence Eagle-Tribune
on February 21 and 28, 1970 and all abutters were duly notified by
certified mail. The members of the Board present and voting were:
Arthur R. Drummond, Chairman; Daniel T. O'Leary, Secretary; Donald J.
Scott, J. Philip Arsenault, Esq. and Donald J. Leonard,
Local 1365 was represented by Atty. John P. Ford, who stated that the
building would be 40 feet front, 66 feet deep, -2 stories and 17 feet
above grade; the first floor to be used as a combination classroom
and hall with offices on the second floor. This is in zoning district
Industrial "L" . Thepresent structure is inadequate to conduct the
business representing 6500 production workers at Western Electric
Company. The variance is necessary because the proposed structure
will be closer to the lot line than zoning regulations permit.
Joseph Sweeney, president of the union, speaking in favor of the
request, stated that the old building would be razed; that the new
structure will enhance the appearance of the area and a hardship
would be imposed on the members of the organization if they had to
move to another Location. George Farkas also spoke in favor of it
and a letter from Henry P. Poulin, another abutter, also expressed
his approval. There was no opposition to the petition.

Following a period of deliberation, upon motion of member O'Leary,
seconded by member Leonard, it was unanimously voted to GRANT the
variance. The Board finds that the requested variance will not
adversely affect the public good to any substantial extent and will
not materially affect the general character of the neighborhood.
Unless the variance is granted, the applicant will suffer substantial
hardship, financial or otherwise. There exist certain conditions
especially affecting the parcel in question which do not generally
affect the entire zoning district in which the parcel is located.
The requested variance will not be in substantial derogation from
the intent or purpose of the Zoning By-Law.
