Daniel Long , Town Clerk Kenneth and Corrinne Long Town Office Building North side of Halifax St. 120 Main Street and 18 Margate Rd. North Andover , Mass . 01845 Petition No . 62- 83 Dear Mr . Long : The Board of Appeals held a public hearing on Monday evening , October 17; 1983 upon the application of Kenneth and Corrinne Long . The hearing was advertised in the North Andover Citizen on September 29 and October 6 , 1983 and all abutters were noti - fied by regular mail . The following members were present and voting : Frank Serio , Jr . , Chairman ; Alfred E . Frizelle , Esq . , Vice Chairman ; Richard J . Trepanier , Esq . , Clerk ; William J . Sullivan ; and Augustine W . Nickerson . The petitioners seek a Special Permit under Section 7 , Pararaph 7 . 8 (2 ) of the Zoning By taw to permit the creation of twa (g2) 10,000 square foot lots on premises located at the north side of Halifax Street and the south side of Margate Road , known as 18 Margate Road . The petitioners testified through counsel that the property is located in the Residential-4 (R-4) zoning district and the Zoning By Law allows by Special Permit the creation of 10 ,000 square foot lots with 100 feet of frontage in they adjoin each other and existed prior to 1957 . Mr . Long was deeded four (4) lots . His dwelling is located on Lot A as shown on the plan and he proposes to break off Lot B on the plan which fronts on Halifax Street for the construction of a single family dwelling . The proposed purchaser will construct an access/ egress way on to Halifax Street . Upon a motion made by Mr. Frizelle and seconded by Mr . Trepanier ,_ the Board voted unanimously to grant the Special Permit as requested . The Board finds that Section 10 . 31 of the Zoning By Law has been satisfied. Specifically , the Board finds that the specific site is an appropriate location for a single family dwelling ; that the use as developed will not adversely affect the neighborhood ; that M / Kenneth and Corrinne Long North side of Halifax Street and 18 Margate Road Petition No . 62- 83 Page 2 there will' be no nuisance or serious hazard to vehicles or ped- estrians ; and that adequate and appropriate facilities will be provided for the proper operation of the proposed use . The Board 'further finds that the use is in harmony with the general purpose and intent of the Zoning By Law .
