Joseph Longo John J. Lyons, Town Clerk Town;Office Building North Andover, Mass. Dear Sir: Upon'lapplication of Joseph Longo to the North Andover Board of Appeals for a variance under Section 6.2 and 6.31 of the North Andover Zoning By-Laws so as to permit the subdivision of a parcel of land into two parcels for the purpose of conveyance, a public hearing was held on July 8, 1968 by the North Andover Board of Appeals. The hearing was held in the Town Hall facilities after having been advertised in the Lawrence Eagle Tribune on the dates June 22 and June 29, 1968 and with all abutters duly notified by certified mail. The members of the Board present and voting wares James A. Deyo, Chairman; Arthur Drummond, Secretary; Daniel T. O'Leary, Donald J. Scott and John J. Shields. The applicant was represented by Attorney Edward F. Cregg. Mr. Gregg pleaded that the lot as situated with two residential buildings existing on it was not readily marketable. Thus the applicant would probably suffer financial lose in selling the property. The proposed subdivision would create two lots, both of which would correspond closely to those existing in the immediate area.. There was to be no new construction involved and to the passer-by there would be no physical changes to be seen. There were no objections hear and on a motion the petition was taken under advisement. During this period it was noted that the request for the variance was sound but that the plans were not as clearly drawn so as to represent precisely the intent. On a motion by Mr. Shields, seconded by Mr. O'Leary, the petition was passed unanimously with the restriction that corrected plans be submitted before this approval was filed. On receipt and approval of the plans this approval is now filed. The principal reasons for granting this variance and a special condition, are as follows: 1. Granting the petition will not deviate from the intent and purpose of the Zoning By-Laws. August lb, 1968 Joseph Longo tition Lot A and Lot B, are well in keeping with 2. The two lots created by this pe other lots in the immediate neighborhood. 3. To the casual passer-by there would be no evidence of a rariauce hawing been anted. roval is that a ecnw'n Right of or The special condition attached a this app o.,el,y 1pp peat driveway shall exist between the two lots for a distance of appy fr®m the street line.
