Dear Sir: The following petition was heard at a meeting of the Planning Board on Monday evening, March 6, 1967 at the Town Office Building. Members present and voting were: William Chepulis, Jr., Chairman; Robert J. Burke, Vice Chairman; Howard Gilman, Secretary; James M. Bannan and George B. Farley. JOIN W. McDOWELL and EDWARD H. SChVARZ petitioned to amend the North Andover Zoning By-Law by changing from Rural Residential zone to General Business a parcel of land containing 4.66 acres on Salem Turnpike, shown as "Joshua Meadow" on a recorded plan. Mr. McDowell and Mr. Schwarz appeared on their own behalf. There were approximately 20 people present. The petitioners explained that they plan on having a camping supply center, which will be a fu. -time, year- round business. They will invest close to $100,000. Three people were recorded in favor of the re-zoning and two people were recorded as against it. In Executive session, Mr. Gilman made a motion to recommend APPROVAL of the re-zoning. Mr. Burke seconded the motion. Four members voted for the approval and Mr. Bannan voted against the re-zoning. The reasons for approval are as follows: 1. It isnot detrimental to the health, safety and general welfare of the neighborhood. 2. The Board believes that the re-zoning of this area is for the general good of the town of North Andover.
