April 270 1967 Petition No. "7 John J. Lyme., Towel Clerk 1W Belmont Street Town Office , Borth Anti©ver,g c Andover Mass. , XcLwagbliz Hear Sirs IIpou application of John H. McLaughlin to the berth Andover Board of Appeals for a variation under Section 4, Para. 44„04 of the North .Andover Zoning By-Laws so as to erect a one-43tory office building adjacent to an existing warehouse, a public hearing was held on February 13, 1967 by the North Andover Board of .Appealso The hearing was held in the Town Hall facilities often' hearing been advertised in the Lawrence Eagle-Tribune an the dates; January 28 and February l., 1967 and with all aftbters duly notified by certified mall, This members of the Board present and voting wares John J. Shields, Chairman; James A. Deyo, Secretary; Daniel T. O'Leary, Arthur Drummond and Donald Scott. The applicant represented himself. At the meeting of February 13, the applicant stated a used for the proposed addition so as to more efficiently run his business. The plans BW=dtted were deficient in not being sufficiently detailed as to the proposed addition itself. The hearing was continued to the next regular meeting of the Board of Appeals, March 13, 1967. There were Interested parties at this hearing but no objections were raised. At the March 13, 1967 meeting this petition was re-opened on the belief that the required drawings would be in evidence. Unfortunately this proved not to be the case and the application was again continued to the April meeting of the Board, scheduled for April 14, 1967. At the April 14 meeting the petition was again re-opened and all regnisite in- formation was available. Noting the previous arguments and discussion it was moved and carried that the application be taken under advisement. Daring this period it was noted that the operation and workings of the proposed office addition would not likely be objectionable and that there vas ample area for the addition which would be quite small in comparison to the existing warehouse. 2- John H. MrS,n__ moi= April 272, 1967 A motion was made by Member Daniel T. 011aary to grant the application was seconded by Member Arthur Drummond and voted unnimously in favor. The principle reasons for granting the variance are as followss 1. To deny the application would cause financial hardship to the applicant. 2. The extension of the nan-conforming use of the Land is of a minor degree and reasonably necessary to continue the successful operation of the business. 3. That granting the variance would not deviate from the intent and purpose of the Zoning By4Aws, 1,.. The construction of the office addition would tend to break the stark* functional shape of the warehouse thus giving it a somrhat more aesthetic appearance. Tory truly yourst of APPSM (.dames A.
