Dear Sir:.
Upon application of Joseph G. and Irene H. Medolo to the North Andover Board of
Appeals for a variance under Sections 6.61 and 7.23 of the North Andover Zoning
By-Laws so as to permit remodelling and enlarging the back of his house for use
as a family room, a public hearing was held on July 8, 1968 by the North Andover
Board of Appeals. The hearing was held in the Town Hall facilities after having
been advertised in the Lawrence Eagle Tribune on the dates June 22 and 29, 1968
and with all abutters duly notified by certified mail. The members of the Board
present and voting were: James A. Deyo, Chairman; Arthur Drummond., Secretary;
Daniel T. O'Leary, Donald J. Scott and John J. Shields.
The petitioner represented himself and pleaded his petition by stating that his
family of seven children required more living space and the remodelling and en-
largement was the only way he could reasonably provide it. The addition would
not be any closer to the lot line than the existing dwelling and would be well in
keeping With dwellings in the area.
There were no specific objections heard although a few people were interested in
the extent of the enlar#ement. On motion unanimously approved, the petition was
taken under advisement.
During this period it was noted that the petitioner had failed to supply the re-
quired details of the proposed enlargement in accordance with Section 3, Article II
of the Zoning By Laws Rules and Regulations. Accordingly, the petition was in effect
"tabled" pending receipt of said plans. In the following months inquiries and re-
peated requests were made of the petitioner and finally the plans were submitted.

The petition was brought up for action by the Board at the meeting of the Board on
November 18, 1968. Cursory examination of the plans and petition showed nothing
significantly detrimental; hence on a motion by Member O'Leary, seconded by Member
Drummond,, the petition was granted by a vote of four. Member J. Philip Arsenault
did not vote as he did not sit for the original hearing.
The principal reasons for granting the variance are as follows:
1. Granting the variance under Section 6.61 and 7.23 of the Zoning By I,aws will
not deviatte from the intent and purpose of the Zoning By-Laws.
2. Deniail of the petition would cause severe hardship, financial or otherwise, to
the petitioner.
3. The proposed remodelling and enlargement will, on completion, not differ
significantly from other dwellings in the area.
