Site Plan Review through
Special Permit
Dear Mr. Long:
The North Andover Planning Board held a Public Hearing on Monday evening,
October 21, 1985 at 8:00 p.m. in the Senior Center upon the application of
Merrimack Valley Credit Union of North Andover, MA. The hearing was advertised
in the North Andover Citizen on October 3 and October 10, 1985. The following
members were present at the October 21, 1985 meeting: Michael P. Roberts,
Chairman; Paul A. Hedstrom, Vice-Chairman; John A. James, Jr. , Clerk; and
John J. Burke.
The petitioner seeks a Special Permit under Section 8, paragraph 3; Site
Plan Review of the North Andover Zoning Bylaw. The purpose of the Site Plan
Special Permit is to review the proposal to construct a new office building
with associated parking. The site is located on the East side of Osgood Street
between the Aziz property at 1451 Osgood Street and the Arlit property at
1503 Osgood Street, located across from AT&T. Said lot possesses 81,864 square
feet of land area with 323.59 feet of frontage in an Industrial-1 Zoning
District. At the hearing the Attorney, Robert Pothier, Project Engineer,
John Callahan, and Architect, Wayne Salo, the applicant's representatives
appeared before the board to present the site plan. The Board was also informed
that easement rights for an access driveway from 125 will be granted to the
Credit Union by Mr. Barker. The Board in turn requested a copy of the deed.
A motion was mde by John A. James to close the Public Hearing and take the
matter under advisement. Seconded by Paul A. Hedstrom. The vote was unanimous.
The following members were present and voting at the November 4, 1985
meeting when they rendered their decision: Michael P. Roberts, Chairman, Paul A.
Hedstrom, Vice Chairman, John A. James, Jr. , Clerk, Erich W. Nitzsche and John Burke.
Upon a motion made by Paul A. Hedstrom and seconded by John A. James, the Board
voted to grant the petition for Site Plan Approval under Special Permit process
for Merrimack Valley Credit Union, plan dated October 1, 1985.

I) There is a need for fire hydrants on the site since the nearest hydrant
is on the right of way, 50' from Osgood Street.
2) In accordance with MGL Chapter 148, Section 26G, the building must have
a full sprinkler system with a fire department connection and both a
mechanical water motor gong and electric bell when water flows. Plans
for the design of the system must be submitted to the Fire Chief for
approval.
3) The building must have a fire detection and alerting system to include,
but not limited to, double action pull station, audible and visual warning
devices, smoke and heat detectors, an annunciator panel and a central
panel with batter back up a a sprinkler flow switch. Plans must be
submitted to the Fire Chief for approval.
4) Both systems for detection and suppression must be connected to the
municipal alarm system in accordance with fire department procedures.
5) The owners should contact the Fire Chief for any special fire protection
needs, i.e. , computer rooms on equipment.
6)''v A fire lane must be located from the handicapped ramp to the far right
corner of the building on the Osgood Street side of the building. The
lane will be painted by striping and read as follows: "Fire Lane No
Parking."
7) At least a binder coat of hottop shall be placed on all areas to be used
by motor vehicles prior to occupancy.
8) If underground full storage is needed, the storage must comply with Fire
Department's regulations.
9) Any modification to the approved plans shall require review by the Planning
Board to determine the necessity of a reapplication under Section 8,
Para. 3, of the Zoning Bylaw.
10) The applicant shall submit documents to the Planning Board showing that
they have title or an easement to the side street giving access to the site.
In granting this Special Permit, the Planning Board finds, pursuant to
Section 10.31 - Conditions for Approval of Special Permits of the Zoning
Bylaw, that the following conditions are met:
- There will be no nuisance or serious hazard to vehicles or pedestrians
due to the following:
a. Improvement of the access road by regulation of Mass. State DPW. The
access/egress is off a future side street and not direct access
from site to Route 125.
- Adequate and appropriate faci7�l�i�ties ill be provided for the proper
operation of the p s"d �'e t, ii on lot totalling 81,864 square
feet.

- The proposed use is less intrusive and intensive than otherwise
permitted in Section 4.129 Industrial I District of the Zoning Bylaw.
- Based on site visits, the hearing process, and review and input by
Town Boards, and Departments, the proposed use which is permitted in
Section 4.130 is considered to be in harmony with the general purpose
and intent of the Bylaw.
