O'Connor 86-88 Martin Avenue Petition #16-173 John J. Lyons, Town Clerk Town Office Building North Andover, Mass. Dear Sir: A public hearing was held by the Board of Appeals on June 11, 1973 upon application of Anna P, O'Connor who requested a variance under Sections 6,1, 6.2 and Table 2 of the Zoning By-Law so as to permit the division of a parcel of land into two lots; both lots do not have the required area and frontage. There is an existing dwelling on one lot; located at the west side of Martin Ave., approx, 1,000 feet from the corner of Meadow Lane and known as 86-88 Martin Avenue, The following members were present and voting: Frank Serio, Jr., Chairman; Arthur R. Druwmondq Vice Chairman; Dr. Eugene A, Beliveau, Clerk; Louis DiFruscio and Associate Member Alfred E. Frizelle, Esq, who sat in place of member William N. Salemme. The hearing was advertised in the Lawrence Eagle-Tribuns on May 26 and June 2* 1973 and all abutters were duly notified by regular mail, Mitchell Bootman represented Mrs. O'Connor and explained that she wanted to divide the land in order to build a small house on the vacant lot. Now it is just a dumping ground for the neighborhood. There are other small lots in the area and there is water and sewer available. The lot with the dwelling contains 99000 sq, ft, with 90 feet frontage and the vacant lot contains 81500 sq, ft. with 85 feet frontage. No one also spoke and there was no opposition. The petition was taken under advisement and again reviewed at a meeting held on July 9th, at which time the Assessor's plot plans were secured in order to compare the lots with other lots in the area. Mr. Drummond made a motion to GRANT the variance; Atty. Friselle seconded the motion and the vote was unanimous, The Board found that the variance would not be in substantial derogation from the intent and purpose of the Zoning By-Law. That it would not adversely affect the neighborhood; indeed, it would be an improvement since the lot would be upgraded from its present unsightly condition. That it is not too great a deviation from the zoning require- ments since there are many other lots similar in size, or smaller, in the general area.
