Dear Mr. Long:
The following* petition was heard at a meeting of the Planning Board on Monday evening,
February 5, 1979 at 7:30 P.M. in the Town Office Meeting Room. The following members
were present and voting: William N. Salemme, Chairman; John J. Monteiro, Vice--Chairman;
William Chepulis; and Joyce A. DiTore, Clerk.
Atty. Reginald Marden, Andover, represented the petitioner, Olympic Construction Co. ,
and petitioned for a subdivision of land containing approximately 8 acres situated
off Campbell Rd. to be subdivided into 7 lots and to be known as Forest Estates. The
roadway is named Lyons Way,
Mr. Marden presented plans and stated that this is the best possible design both for
aesthetics and utilization of the land; they are spacious lots with a large amount of
frontage, Much discussion took place regarding extension of municipal water line to
this subdivision and road widening easements. The matter was taken under advisement
until the Feb. 26, 1979 meeting.
On February 26th upon a motion made by Mrs. DiTore and seconded by Mr. Chepulis the
Board unanimously voted to approve the subdivision definitive plans subject to the
following conditions:
1. That the record owners of the subject land forthwith execute and record a "covenant
running with the land', or otherwise provide security for the construction of ways and
the installation of municipal services within the said subdivision, as as provided by
G.L. C. 41, s. 81-7;
2. That all such construction and installations shall in all, respects conform to the
governing rules and regulations of this Board;
3. That no work shall be done in the subdivision until security in the form of a bond
or covenant has been duly recorded and the plans subsequently are signed and recorded;
4. All recommendations of the Highway Surveyor as outlined in letter dated Feb. 5, 1979
shall be complied with, detailed description on attached letter incorporated herewith;
5. A 15 ft. road easement shall be deeded to the Town on the southerly portion of that
land fronting on Campbell Rd. since the land in question is owned by the same developer,
with a 30 ft. radius at the intersection of Lyons Way & Campbell Rd.

5. No lot shall be built upon until a subsurface disposal system is approved by the
Board of Health.

Re: Lyons Way Subdivision
Bear Bill:
If we ever needed some good planning this is the time. I will not go
into detail in writing at this time, as I will be at your next meeting to
explain what I mean.
I have walked this proposed_subdivision and also have gone over plans
and would make the following recommendations:
1. Roadway cross section with plans and details in general are okay.
2. I suggest that both catch basins at station 1+0 be moved back to
station +50 and that both of these basins have drop invert type pipes to
the lot line to accomodate any buildup of drainage from the low areas on
either side of the roadway. Both to be designed as the one shown on plan.
And a twenty foot by twenty foot drainage easement at each section.
3. I would like to request a fifteen foot strip of land from Form A
lot on Campbell Road to be used for road widening and improvements. This
would also help the angle of the proposed road where it intersects with the
existing Campbell Rd. and also make a better turning radius at the intersec-
tion.
4. I would recommend an additional catch basin in the culder sac twenty
nine feet opposite the existing one shown on plan.
5. Cape Cod berm will be required where and :.Then necessary. To be deter-
mined in the field.
6. I would recommend a completion date of September 15, 1980.
7. All drainage easements to be deeded to the Town of North Andover.
