At our Annual Town Meeting held in the Yeteran'a
Auditorium of our North Andove~ High School om ~rch 1~, 1970
the following Artieleappeared in the Warrant:
ARTICLE 87. To see if the Tow~ wtllvote to divide the p~esent
Precinct Four into two p~eolncts, to be known as Precinct Four
and Precinct Five, as recommended by the Selectmen in a statement
to be filed with the Town Clerk at least seven days before the
date of this Meeting, pursuant to the provisions of Section 7,
of Chapter 54 of the General Laws.
Under the aforesaid article it was VOTED TO ADOP~ the article.
At a Special Town Meeting held in the Vete~ants Auditorium
of our North Andover High Schoo~ on June 15, 1970 the followi~
Article appeared in the Warrant.
ARTICLE 7. To see if the Town willvote to rescind its action
under Article 87 of the Warrant for the 1970 ~nnual Town Meeting
and vote to divide the voting precinct known, prior to that action,
as Precinct 4, into two such precincts, to be known as Precinct 4
and P~ee~et 5, asrecom~mended by the ~elect~n ~ their statement
dated June 1, 1970, and on that date filed with the Town Clerk, all
as provided by Section 7 of Chapter 54 of the Ger~ral Laws.

We, the Board of Selectmen of North Andover, acting under Chapter 54,
Sections 7 and 8, of the General Laws of the Commonwealth of Massachusetts,
hereby reco~l~i~end a change in the voting precincts, by the creation of a
fifth precinct, to be taken from the territory now embraced in present
precinct, Number 4. The new precinct, Number 5, is to be comprised of

to selecting a site upon which to build a new High SchOol or provide
student space by expansion of the present High School.

ARTICLE 6. To see if the Town will vote to amend Section
of Article IV of its General By-Laws to read as follows:
Section 12A: There is hereby established an unpaid committee to be
known as the Capital Budget Committee, c?m, pose. d. of one m?mbe~
of the Advisory Committee appointed by ana rr.om ~, one,memoe, r
the Planning Board appointed by and from it, the Town ~ccoun~an~
and four additional members to be apPointed by the Selectmen. The
Town AccOuntant and the members from the Advisory Committee
and the Planning Board shall be appointed for one year ~r~.~s.. The
other members shall be appointed for four year terms SUCh ma~ one
will expire each year. Vacancies shall be filled for the unexpired terms
and in the manner of 'the original appointments. The committee
shall annually prepare a Capital Budget Program for use by the Ad-
visory Committee, the Planning Board, the voters and other town
Boards and officials in ~heir deliberations. The Committee shall pub.-
lish such report or a summary thereof in a s.uitable ~ma.nner, .de_posit
