At our Annual Adjourned Town Meeting held in the Veteran's Auditorium
of our North Andover High School on Saturday March 15, 1969 at 1:30
P.~,5., the following articles appeared in the Warrant:
ARTICT~ 13. To see if the Town will vote to amend Section 12A of
Article IV of its General By-Laws to read as follows:
Section 12A: There is hereby established an unpaid Town Capital
Outlay Committee consisting of five members, including the Town
Accountant, one member of the Planning Board to be designated
each year by the Planning Board, and three members at large
appointed by the Selectmen, each for a term of three years.
This Committee shall present to each Annual Town Meeting, for
its action, a proposed capital budget program for the Town.
Petition of the Selectmen.
Under the aforesaid article it was VO~ED to ADOPT the article.
Seven hundred and eighty-three (783) duly registered voters were
pre sen t.

I enclose the amendment to general by-laws
adopted under article 13 of the warrant at the
adjourned session of the annual town meeting
held Mar~h 15, 1969 and the amendmentsto zoning
by-laws adopted under articles 22 and 76 of
the warrant together with the map relating to
article 76, with the approval of the Attorney
General endorsed thereon.

Dear Sir:
At our Annual Adjourned Town Meeting held in the Veteran's Auditorium
of our North Andover High School on Saturday March 15, 1969 at
P.M., the following articles appea~d in the Warrant.
ARTICLE 22. To see if the Town will vote to amend its Zoning By-Law
by inserting: after Section 4.07 thereof, the following new section:
Section 4.08. Notwithstanding any contrary provision of this By-Law
the buildings, facilities and grounds of a municipal fire station may
be maintained upon any parcel of land acquired by the Town for such
Purposes. Petition of the Selectmen.
Under the aforesaid article it was VOTED (By unanimous vote) to amend
the Zoning By-Law by inserting, after Section 4.07 thereof, the
following new Section: Section 4.08: Notwithstanding any contrary
provision of this By-Law, the building, facilities and grounds of a
municipal fire station may be maintained upon the parcel of land
situated at the junction of Salem and Johnson Streets.
ARTICLE 76. To see if the Town will vote to amend the Zoning By-Law
by changing from Rural ~esidential to General Business the following
described parcel of land: NORTHEASTERLY by the SOUTRV~STERLY line of
Salem Turnpike four hundred sixty nine and 89/100 (469.89) feet;
SOUTHERLy by land now or formerly of Edward Schwartz snd John McDowell
two hundred eighty-two and ]~!/lO0 (282.14) feet; and WESTEELY by land
now or formerly of Charles Annalaro about two hundres sixty-nine (269)

and 88 against) to amend Section 5.77 of the Zoning By-Law by adding
thereto the following numbered sub-paragraph (25) (description as
in Article).

Article 13, aan amendment to the Town General By-Laws
and Articles 22 and 76, amendments to the Towns Zoning
By-Laws, of the Warrant of the Annual Town Neeting of
March 15, 1969 which have been approved by the Attorney
General of The Commonwealth on ~ay 28, 1969 rand received
in this Office on June 6, 1969. Said copies having
been posted this date at five or more public places in
each voting precinct of the Town.
