The regular 'monthlY meeting of the Board of Appeals was held on Monday,
AuguSt 8~ 1960 at-the Town Office Building. MemberS present and voting were:
Daniel T, 0'Leary' Chairman, Robert Burke, Henry Lurid, Howard G~lm~ amd
Harold Morley ASSOciate Member. The Chairman designated Mr. Morley to sit in
place of Mr. Foster regular member who was absent.
1st hearing. New England Industries Inc. requested a' variation of the Site
Plan Review of the zoning By Law so as to permit construction of a motel and
service buiIding to supply the local temporary hous~, to se~ve industry mow
located and anticipated in North Andover on the premises located at the West
side of Chickering Road 492.86 feet distant from the corner of Prescott Street.
N~.rry Mellian, president of N. E. Industries~ Clinton Goodwin and his associate
Oscar Vaugb~u, Architects, Frank Palazzo, Stock Holder and George $~er
appeared for the petitioner.
Mr. Goodwin told the Board they had approved plans for a motel om these premises
om September 21, 1959 but the petitioner would like to change the b,,tl~gs and
would like to el~te three driveways and ~ve only two driveways each 26 feet
wide, one for an entrance and the other for au exit. The motel units would be
in the same location except the administration building would be ~n the center
of the motel units. He also stated they would like to change the location of
the Sw~mmt~g p~ to the front of the a~m~n~stration building in order to have
better supervision.
Mr. Goodwin pointed out the 30 foot space between buildings was used because it
is felt it would be quieter and much better for the patrons. The covering would
be for the protection of the people.
Drawings of the entire motel and administration building were show~ to the Board.
Mr. Mellian estimated the cost of the motel to be One and One Half N~llion DeBars.
Mr. Burke asked if only 48 units would be built n°w and was told that was what they
pl~n~ed te build at the present.
Mr. Goodwin told the Board all service coming to the a~m~istration buLlding will
be from the rear. He also pointed out the units are 63 feet from the property line.
Mr. Vaughan told the Board every effort had been made to follow the By Law exactly.
George Schruender made the statement that at one time this property was for sale for
house lots and if it were sold as such it would mean higher expenses to the To~a~ for
schools etc. andif the land were used for a motel it would be good revenue for the Town.
Edward Phelan, Chairman of the Industrial Commfttee stated the Committee feels a
motel is needed in the Town.
Mrs. J. Elain Griffin, 841 Chickering Road, an abbutter, objected to the motel
because of the ndse and traffic conditions it would create as well as devaluate
her property.
Mr. Burke moved to take the matter under advisement. Mr. Lund seconded the
motion. Unanimous vote.

Mr. Burke moved the meeting adjourn at 9:00 PM. Mr. GJlm~ seconded the motiom.
