Mr. John J. Lyons, Town Clerk
Town Building
North Andover, Massachusetts
Dea~ Sir:
The Planning Board held a PubLic Hearing on Monday evening, May 3, 1954
on the appLication of Daniel Olenio, requesting the approval of the
Planning Board for a proposed amendment of the Zoning By-Laws to change
the classification of a parcel of land, from an Agricultural to a
Business District.
This Public Hearing was advertised in the Evening Tribune on April 21,
1954.
Members present and voting on this application were: Nicholas F. Nicetta,
Chairman, Peter Ritchie, Howard Gilman, Secretary, Ralph Finck and Frank G.
Driscoll, Jr.
After considering this matter, a motion was made by Mr. Ritchie, seconded
by Mr. Driseoll and it was voted to deny the approval of this application.
Members Ritchie, Driscoll and Finck voting for denial;m~mbers Gilman and
l~cetta opposed to denying the appLication. The following reasons were
gi?~n for denial;
1. If this petition was approved, the Board would have no reason to der~r
any further applications for business purposes for the entire frontage on
Osgood Street opposite the land acquired by the Western Electric Company.
2. The Board further feels that until such time as they have become
acquainted with the complete physical developments of the Western Electric
Company plant, they should not permit any change in zoning on the easterly
side of Osgood Street opposite the said ~estern Electric Cmmpany for busi-
l~SS pv-v~oses e
3. The Board also feels that the approval of business use~ in this area
should await the serious consideration by the tow~people of an overall
study of the proposed revision to the Zoning By-Ls~ now being undertaken
by your Planning Board.
Very truly yours,
PLARrNXNG BOARD OF NCRTH ANDOVER
Nicholas F. Nicetta, Chairman
