Dear Mr. I~'ons: The Planning Board of North Am/over held a Public Hearing ~ Monday evening, February 1~ 1954 t~ consider the petition of Daniel Ole~i% for a proposed amendment of the Zoning By-Laws of the Town of North Andover~ to chaqge the olassifieation of a parcel o£ property, owned by Daniel and Marie Oleni% from an A~=Icultural to a Business District. The land in question is loca%ed on the eas~erl~ side of Osgood Street, is numbered 1591 Osgood Street, the boundaries and description of which were pub~shed in the Evening Tribune on January 22 and January 30, 1954. After craftily corzider",_.~ ~is petition~ a m~tion was made b~' Mr. ~kipple, seconded by Mr. lee to dew this petition. The vote was as £ollowsl Members Whipple, lee and Driscoll voted to dew the petition, member Nicetta voted te approve the petition and member ~1~ did not vote on the question. The following reasons were given f~r this denial: 1-If this petition was approved by the Board, ~here would be no reason te dew further applications for business ~.o~as for the entire frontage en %he easterlY side of Osgood Street~ facing land a~quired ~ the Western Elec%rie 2-The Board further feels that ~ntil such +_~m~ as they have become acquainted with the complete physical develpopment ef the Western Electric Compa~ p~.-t as to the beautifying of its grounds and %_b~ attractiveness of the buildings~ they should not permit a~ change of zoning on the easterlY side ef Osgood Street opposite ~he said ~estern Electric plant for business classification. 3-The Board also feels t__h~_.t the approval of business uses in this area should be seriOUsly considered by the townspeople in its overall planning for zoning arease Ail abutters were no+~tfied of the Public ~aring and also of the decision of ~e Board.
