Dear Sir:
At our Special Town Meeting held in theVeteran's Auditorium
of our Nc~ th Andover High School on Monday evening July 22,
1968 at 7:30 P.M., the following article appeared in the
Warrant:
ARTICT~ 1. To see if the Town will vote to amend Section ~
of its Zoning By-Law, so as to permit the use of property
in a residence zoning district for dormitories 'and related
facilities for non-resident students attending North Andover
Public Schools under any non-profit educational program.
Petition of Theodore Peters and others.
Under the aforesaid article the following was voted:
VOTED that Section ~.15 of the Zoning By-Law be amended
bY adding thereto the following phrase: Dormitories and
related facilities for non-resident students attending
North Andover Public schools under any non-profit
educational program.
The vote: AFFIRMATIVE ~87. NEGATIVE 116. A two-third
majority.
Six hundred and forty-nine (6~9) duly_registered voters
were present and checked by Board of Hegistrars.

A public hearing was held by the North Andover Pla~,4~g Board upon
a proposal to amend Section 4 of the North Andover Zo~-g By-Law, so as
to permit the use of property in a residence zoning district for
tories and related facilities for non-resident students attending North
Andover Public Schools under any non-profit educational program.
The following members were present and voting: William Chepulis, Jr.,
Chairman; Robert J. Burke, Vice Chairman; William B. Duffy,' Jr.,
Secretary; George B. Farley and James M. Barman.
The Board took the following vote and m~de the following recommendations
to the Special Toun Meeting which was held on July 22, 1968.
The P!a~n~.ng Board recommended disapproval by a vote of 3-2 for the
following reasons~
1. Action should be taken at a Regular Town Meeting.
2. The Article is loosely worded.
3. No evidence was presented by the proponents of the Article to show
that this amendment would benefit the health, safety, welfare and future
growth of the Town.
