Lyons Town Clerk North Andover, Massachusetts April 21, 1967 Dear Mr. Lyons: I enclose the amendments to zoning by-laws and zoning map adopted under articles 75 and 77 of the warrant and the amendments to general by-laws adopted under articles 24, 25 and 63 of the warrant at the adjourned session of the annual town meeting held March 18, 1967, with the approval of the Attorney General endorsed thereon. I also enclose the amendment to by-laws adopted under article 22 of the warrant at the same meeting with the disapproval of the Attorney General endorsed thereon. The amendment is disapproved for the reason that it sets no standards whereby the selectmen may grant or withhold permits and is thereby too arbitrary and capricious to be a valid exercise of the power of the town to make by-laws respecting its internal police. I also enclose the amendment to zoning by-laws and zoning map adopted under article 10 of the warrant at the special town meeting held March 18, 1967, with the approval of the Attorney General endorsed thereon. Dear Sir: TO~N BUILDING 01845 At our Annual Adjourned Town Meeting held in the Veteran's Auditorium of our North Andover High School on Saturday March 18, 1967 at 1:30 P.M., the following articles appeared in the Warrant: ARTICL~ 22. To see if the Town will vote to amend its General By-Laws by adding ~he following new section: No owner or occupant of any real estate within the town shall permit or allow any unregistered motor vehicle to remain upon such premises for a period of more than sixty days without the permission of the Selectmen. Petition of the Selectmen. Under the aforesaid article it was VOTED to Amend Article III of the General By-Laws of the Town by adding thereto the following new section: Section 9. No owner or occupant of any real estate within the Town shall permit or allow any unregistered meter vehicle, or any major part of such a vehicle, to remain upon his premises for a period of more than sixty days without the permission of the Selectmen. The vote was a majority vote and so declared. ARTIC~ P}l- To see if the Town will vote to amend Article I of its General By-Laws by adding thereto the following new section: Section 10. Unless the Moderator shall otherwise rule, for reasons which he shall state to the meeting, no second motion for the re- consideration of any action taken by any town meeting shall be en- tertained during that meeting or any adjourned session thereof. Petition of Town Counsel. Under the aforesaid article it was VOTED ~muanimously to adopt the article as presented. ARTICT~ 25. To see if the Tow~ will vote to amend Article I of its Seneral By-Laws by adding the following new section: Section 9- An article in the warrant for any town meeting proposing that the town vote to "raise and appropriate" a sum of money for some proper purpose shall be taken to propose that the suggested appropriation may be met not only by taxation, but also by a transfer from available funds in the town treasury, or by a proper municipal borrowing, or by any combination of these sources oF funds, all as the town may rose.
