Gentlemen:
In compliance with yQur request, a first report of the activities of
the Board of Registrars from January 1 to June 30, 1972, the following
is submitted.
The period requested has been the busiest of any period on record of
the Town. With the many confusing and ever-changing election laws of
the State, is a big reason. Beginning with our Annual Election of March
6, which required us to have four evening registrations in schools in
various precincts and a final registration in the Town Clerks office on
Tuesday February 15, from 8 A.M., to 10 P.M., continuously, this along
with certification of nomination papers, signatures for Articles for
the Warrant, absentee voting, our Annual Town Meeting of Saturday
March 18, 471 voters checked, it was a busy month, and busy period.
On Monday May 15, 1972 Mr. Fred McCormack was re-appointed to the Board
of Registrars for a three year term and elected as Chairman of Board.
Then came our April 25th Primary of which we were again required to have
four registrations in various precincts of the Town, with a final re-
gistration in the Town Clerks Office on Saturday March 25, from 8 A.M.,
to 10 ~.M.,~this primary was the first primary ever for absentee vo~ing,
our polls were open from 8 A.M., to 7 P.M., with 2264 votes cast for the
democratic party and 589 for the republican party ou~ of an overall vote
of 8800 available and eligible. The cost being $1.26 per vote. The
democratic ballot consisted of 196 candidates, the republlcan ballot 69
with four write-ins. The democratic ballot was the largest ballot ever
in town records, as well as the most confusing, this took considerable time
in counting. The wardens and clerks attended a previous meeting in the
meeting room of the Town Building conducted by the Town Clerk on instructions
in counting and tallying, this proved of great advantage. Our full Board
working all night the night of the primaries assisting in the various pre~-
cincts, with the final tally and balance the next morning at 10 A.M., still
ahead of some of our neighboring communities.
Monday evening June 5, wa had a Special Town Meeting, 686 voters being
checked, the largest S.T.M., on record. This meeting adjourning after
two articles on zoning completed until the following Monday June 12, which
we had 359 voters checked and the remainder of the Warrant completed.
Coming up we are to have four registrations in the evening in the various
precincts of the Town, and Saturday August 19, in the Town Clerks office
from 8 A.M., to t0 P.M., this for the State Primaries September 19, the
same set-up again with the long session 8 A.M., to 10 P.M, Saturday October
7, for the State Election'Tuesday November 7.

People certainly have every opportunity to register to vote in North
Andover, no excuses, in addition to the aforementioned times, people can
register with the Town Clerk anytime during the forty-two (42) hours a
week his office is open.
During the Month of January some 45 nomination papers were certified
four own Town election as well as many signatures for Articles of Warrant.
During the month of June 147 nominations papers for Federal, State and
County candidates were certified, in addition 1143 signatures were certified
on the fluoridation petition, some 57 changes in party declaration on the
voting lists were changed since primary, more and more this primary is
getting to be a popularity contest. At all elections absentee voting
is now available .
Under the new laws we must send notices to every person we are removing
from the voting lists, (except deceased) presently over 175 notices have
been mailed out since July 1, also, when a new registered voter comes in
we have to get their last voting address, record it, notify the respective
City or Town Clerk that they are ~ow registered voters of this Town. It
is t~mendous our apartment complex, th@ ~o~ing, changes, new voters, the
coming and going, the requests, information, etc., from all compleKes/
At our Town Meetings it is getting more difficult each time to secure
people to assist in checking, we have been'very fortunate over past years
in getting people to assist voluntarily in checking voters for meeting.
We, all four members of the Board of Registrars, totalling 88 years of
service have a fine Election Department, a very capable and competent
assistant, we all work very well together, fair and firm to everyone, we
have yet to be proven wrong in any matter involving us and we feel the fine
citizenry of North Andover are well "taken care of".

of the Warrant for the Special Town Meeting of June 5,
1972, the Town of North Andover voted to amend the 1956
Zoning Map of the Town (as heretofore amended from time
to time) by substituting in place thereof the May 1972
proposed zoning map, an attested copy of which, as it was
amended and adopted by the Meeting, is hereto annexed.
The vote of the ToWn upon the adoption of the new Zoning
Map was by a vote of 379 to 13.

THIS IS TO CERTIFY that by its action upon Article ll-A
of the Warrant for the Special Town Meeting of June 5, 1972
the Town of North Andover voted to amend the written text
of the 1956 Zoning By-Law (as heretofore amended from time
to time) by substituting in place thereof the "North
Andover Zoning By-Law - 1972", an attested copy of which
as it was amended and adopted by the Meeting, is hereto
annexed. The vote of the Town upon the adoption of the
new By-Law was unanimous, except for its adoption of
Sections 4.129 and 4.130 thereof, which was by a vote

Town Needing held June 5, 19~7 with the approval of the
Attorney General under date of August 2, 1972 and received
in tbs office August 4, 1972.

Signs and lights shall be made to co~form to the
requirements of this By-Law within five (5) years
of its effective date:

Administration
No sign, except those specifically exempted by
this By-Law, shall be erected without a permit
issued by the Building Inspector, application
for which shall be accompanied by such scale
drawings, photographs, and other information
as the Building Inspector may require to identify
the characteristics of the proposed sign.
Non-conforming signs shall be removed b y their
owner within ten days of the period set forth
in Section 5, or else the Building Inspector
shall cause their removal at the expense of the
OW~qer.
