Report of the North Andover Advisory Board TO THE CITIZENS OF NORTH ANDOVER: What the people vote to spend at the Annual Town Meeting will determine the tax rate for the yeaz' 1962. In this day and age certainly very few things tend to be stable. Our tax rate, in all probability will rise. Just how much this increase will amount to will be up to the people attending the Town Meeting. We have many major projects all worthwhile, but it does not seem financially sound to do them all in one year. 'The Advisory Board has held many meetings to dis- cuss and analyze all budgets and Articles. All department heads have met and discussed with the board members their various needs for the year. We have tried to eval- uate in fair fashion the needs of each department. Every Article was also separately discussed with relation to its eventual cost to the Town. Our sole purpose is to advise financially how much the Town can safely afford to spend at this time. If our recommendations are followed, there will be only a slight rise in the tax rate this year. Next year, however, there will be a more substantial increase in the tax rate as most of the money necessary for the major Articles will not show their effects this year. Please keep in mind that each $21,000.00 raised and appropriated amounts to an increase of $1.00 in the tax rate. Articles 76, 77, 78 and 79 are all Zoning Articles and at the time this report is printed, the hearings on them will still be incomplete, therefore, no recommendations can be made at this time. We sincerely hope you will make every effort to attend the 1962 Town Meeting which will be held in the Veterans' Auditorium, located in the North Andover High School. The Annual Town Meeting is scheduled to take place on Saturday, March 17, 1962, at 1:30 o'clock in the afternoon. We wish to thank all department heads, members of the Town boards, Town officials and all others who in any way assisted us to prepare this report. Please remembel' that unless you attend the .Town Meeting, you will be unable to voice your opinion on how your money is to be spent. This is a privilege many people in the world do not have. GREETING: In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabi- tants of the Town of North Andover qualified to vote in elections and Town Affairs, to meet in the Bradstreet School Auditorium in Precinct One, the Saint Michael's School Auditorium in Precinct Two, the Thomson School Auditorium in Precinct Three and the Kittredge School Auditorium in Precinct Four, all in said North Andover on Monday, the fifth day of March, 1962, at 7 o'clock A. M., and there to act on the following article: ARTICLE 1. To elect a Moderator, Town Treasurer, Collector of Taxes, Highway Surveyor, Tree Warden, three Selectmen, three members of the Board of Public Welfare and five Constables for one year, one Assessor, one mem- ber of the Board of Health, one member of the Board of Public Worlrs and one member of the School Committee for three years. One member of the Planning Board and one member of the Housing Authority for five years, and to vote upon the following question: "Shall an act passed by the General Court in the current year, entitled 'An Act abolishing the office of Tree Warden in the Town of North Andover and transferring the powers and duties thereof to the Board of Public Works of said Town', be accepted?" YES NO -- 10 -- Ali to be voted upon one ballot, the polls shall be open at 7:00 A.M., and shall be closed at 7:00 P.M. After final action on the preceding Article 1, the said meeting shall stand adjourned by virtue of Section 4, Article One of the Town By-Laws, to Saturday, March 17, 1962, at one-thirty P.M., in the Veteran's Auditorium of the North Andover High School, then and there to act on the following articles: ARTICLE 2. To elect all other officers not required by law to be elected by ballot. Recommended that this be referred to the Selectmen for action. ARTICLE 3. To see if the Town will vote to accept the report of receipts and expenditures as presented by the Selectmen. Recommended that the report be accepted. ARTICLE 4. To see if the Town will vote to author- ize the Town Treasurer, with the approval of the Select- men, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1963, and to issue a note or notes therefor, payable within one year, and to renew or refund any such note or notes,. all as provided by Sections 4 and 17 of Chapter 44 of the General Laws. Favorable action recommended. ARTICLE 8. To consider the reports of all special Committees. Recommended that the reports of all special committees be heard. ARTICLE 9. To see if the Town will vote to author- ize the Board of Health to appoint one of its members to the position of Board of Health Physician, and vote to affix his compensation as such, as provided by Section 4A of Chapter 41 of the General Laws. Petition of the Board of Health. Favorable action recommended on the basis of compensation in the amount of Nine Hundred Fifty Dollars ($950.00) for the year of 1952. This amount has been included in the Board of Health Budget recommended by your Advisory Board. ARTICLE 10. To see if the Town will vote to author- ize the School Committee to appoint one of its members to the position of School Physician, and vote to fix his compensation as such, as provided by Section 4A of Chap- ter 41 of the General Laws. Petition of the School Committee. Favorable action recommended on the basis of compensation in the amount of One Thousand Five Hundred Dollars ($1,500.00) for the year of 1962. This amount has been included in the School Department Budget. ARTICLE 11. To see if the Town will vote to in- crease the salaries of the Assessors to $2,000.00 each per annum, as of January 1, 1962. Petition of the Board of Assessors. Unfavorable action recommended. ARTICLE 12. To see if the Town will vote to amend its Personnel, Wage and Salary Administration Plan by striking therefrom Schedules A and B of CODE ITS, as amended by the 1961 Annual Town Meeting, and insert- ing in p]ace thereof the following new Schedules: for And to raise and appropriate the sum of $1,480.00 the purpose of this Article. Petition of the Personnel Board. Favorable action recommended~ It is recom- mended that the sum o! One Thousand Four Hun- dred and Eighty Dollars ($1.48(1.00) be raised and appropriated for the purpose of this Article. ARTICLE 13. To see if the Town ~vill vote to amend its Personnel, Wage and Salary Administration Plan by striking from Schedule B of Code ATP~500, Maximum. the rate of "155.15" and inserting in place thereof the rate "165.00', and to raise and appropriate the sum of $370.00 for the purposes of this Article. Petition of the PerSonnel Board. Favorable action recommended, It is recom~ ended that the sum of Three Hundred Seventy Dollars ($37(1.00) be raised and appropriated for the purpose of this Article. ARTICLE 14. To see if the Town will vote to amend its Personnel, Wage and Salary Administration Plan in the following manner: A. By striking from Schedule B of Code PF-200.01 and 200.02, Step 5, tbe rate of "6160.00" and inserting in place thereof the rate "6500.00". B. By striking from Schedule B of CODE PF-200.01 and 200.02, Maximum, the rate "6440.00" and in- serting in place thereof the rate "7000.00". And to raise and appropriate the sum of $1,012.00 for the purposes of this Article. Petition of the Personnel Board. It is recommended that the Town vote to amend its Personnel, Wage and Salary Adminis- tration Plan in the following manner: Ao By striking from Schedule B of Code PF- 200.01 and 200.02, Step 5, the rate of "$160.00" and inserting in place thereof the rate of "6400.00". B. By striking from Schedule B of Code PF- 200,01 and 200.02, Maximum, the rate and inserting in place thereof the rate "6700.00". And to raise and appropriate the sum of Five Hundred Twenty-Five Dollars ($525.00) for the purpose of this Article. ARTICLE 15. To see if the Town will vote to approve the continuance of the 5% cost-of-living increase to em- ployees subject to the Personnel Wage and Salary Admin- istration Plan, with the exception of Public Welfare Per- sonnel, as voted by the last several Annual Town Meetings, said amount to be computed on existing base rates, and to raise and appropriate the sum of $1,450.00 for the pur- poses of this Article. Petition of the Personnel Boa~'d. Favorable action recommended. It is recom- mended that the sum of Fourteen Hundred Fifty Dollars ($1,450.00) be raised and appropriated for the purpose of this Article. ARTICLE 16. To see if the Town will vote to provide the sum of $1,400,000.00 for the purpose of constructing, originally equipping and furnishing a new Upper Elemen- tary School building, and to add and to make necessary changes to the present North Andover High School build- ing, and improve, landscape, grade and fence the respec- tive school grounds for school purposes, and determine whether the money shall be provided by taxation, by transfer from available funds in the treasury, by ap- propriation from the stabilization fund, by borrowing, or otherwise. Petition of the School Building Committee. Favorable action ~ecommended. It is recom- mended that the sam of One Million Four Hun- dred Thousand Dollars ($1,400,000.00) be raised and appropriated for the purpose of this Article, and that to meet this appropriation, the unex. pended balance of $524.15 from Article 19 of 1952 be applied to this Article along with $9,475.85 from the tax levy of the current year, and that the Treasurer, with the approval of the Select. men, be and is hereby authorized to borrow from time to time the sum of $1,390,00~}.00 and to issue bonds or notes of the Town therefor, under au- thority of Chapter 645 of the Acts of 1948 and/or Chapter 44 of the General Laws, said bonds or notes to be payable in accordance with the pro- visions of Chapter 44 of the General Laws as amended° each issue to be paid in not more than 20 years from its date or at such earlier time as the Treasurer and Selectmen may determine. ARTICLE. 17. To see if the Town will authorize the School Building Committee to enter into any and all con- tracts necessary for the purpose of carrying out the vote passed under the preceding Article relative to constructing, originally equipping and furnishing a new Upper Element- School building, and to add to and make necessary changes to the present North Andover High School building, and improve, landscape, grade and fence the respective school grounds for school purposes. Petition of the School Building Committee. Favorable action recommended. ARTICLE 18. To see if the Town will vote by a two- thirds majority, to raise and appropriate or transfer from availab]e funds such sum as it may determine to be the necessary cost of acquiring for the Town, by purchase, eminent domain proceedings or otherwise, the parcel of land described be]ow, for the purpose of constructing and maintaining a new fire station thereon, and to authorize and direct its Selectmen, in the name and behalf of the Town, to take such steps as they may deem necessary or advis- able to effect such acquisition, all as provided by Section 14, of Chapter 40 of the General Laws: a parcel of land bounded southwesterly by Johnson Street, Northerly by Salem Street, and Southeasterly by an unnamed traveled way running from said Johnson Street to said Salem Street and lying between the parcel described hereby and land now or formerly of Alice Morse. Petition of the Board of Selectmen upon the recom- mendation of the Fire Station Building Committee. Favorable action recommended. It is recom- mended that the sum necessary for this Article be taken from the funds voted in Article 58 at the 1961 Annual Town Meeting. ARTICLE 19. In the event of the adoption of the pre- ceding Article, to see if the Town will vote to discontinue all town ways and private ways lying within the parcel of land described therein, all as provided by Section 21 of Chapter 82 of the General Laws. Petition of the Board of Selectmen upon the recom- mendation of the Fire Station Building Committee. Favorable action recommended. ARTICLE 20. To see if the Town will vote to raise and appropriate, transfer from available funds or provide by bond issue or otherwise, a sum of money sufficient for the purpose of constructing, equipping and furnishing a new fire station, and improving, landscaping, grading and fenc- ing its grounds for fire station purposes. Petition of the Board of Selectmen upon the recom- mendation of the Fire Station Building Committee. Unfavorable action recommended. -- 34 -- , ARTICLE 21. In the event of the adoption of the pre- ceding Article, to see if the Town will vote to authorize its Selectmen, or such other committee as the Town may vote to estabIish, to act in its name and behalf in all matters having to do with the expenditure of the funds provided under said article, including the execution of all contracts pertaining to the new Fire Station and grounds contem- plated thereby. Petition of the Board of Selectmen upon the recom- mendation of the Fire Station Building Committee. Unfavorable action recommended. ARTICLE 22. To see if the Town will vote to raise and appropriate or transfer from available funds a suffi- cient sum to be added to the Fire Department appropria- tion to provide for the appointment of seven qualified men under Civil Service Rules to be regular fire fighters. Petition of the Board of Selectmen upon the recom- mendation of the Fire Station Building Committee. Unfavorable action recommended. ARTICLE 23. To see if the Town will vote to provide the sum of $205,000.00, or any other sum, to be used with a contribution from Merrimack College for the purpose of in- stalling a 12 inch water main from the reservoirs on Chest- nut Street along Chestnut Street, Hillside Road, Turnpike Street to Boston Street and Turnpike Street to the existing connection to Merrimack College, and determine whether the money shall be raised by taxation, by appropriation from available funds in the treasury, or by borrowing under the authority of Chapter 44 of the General La~vs, or to take any action relative thereto. Petition of Board of Public Works. Favorable action recommended, It is recom- mended that the stem of Two Hundred and Five -- 35 -- Thousand Dollars ($205.000.00) be raised and ap- propriated to be used with a contribution from Merrimack College for the purpose of installing a 12-inch water main on Chestnut Street, Hillside Road and Turnpike Street and that to meet said appropriation the sum of Eight Thousand Ninety- Six Dollars and Ninety-Eight Cents ($8,096.98) be taken from the unexpended appropriation under Article 48 of the 1960 Annual Town Meeting and that the sum of One Thousand Nine Hundred and Three Dollars and Two Cents ($1.903.02) be raised and appropriated and that the Treasurer, with the approval of the Selectmen, be a~d hereby is authorized to borrow the sum of One Hundred Ninety-Five Thousand Dollars and to issue bonds and notes therefor payable in accordance with the provisions of Chapter 44 of the General Laws so that the whale loan shall be paid in not more than fifteen years from the date of the first bond or note. ARTICLE 24. To see if the Town will vote to accept from Merrimack College the sum of $20,000.00, to be used, together with the funds provided undcr the preceding Ar- ticle, for the purpose of installing a 12 inch water main from the reservoirs on Chestnut Street, Hillside Road, Turnpike Street to Boston Street and Turnpike Street to the existing connection to Merrimack College. Petition of Board of Public Works. Favorable action recommended, It is recom- mended to accept from Merrimack College the sum of $20,000.00 and appropriate it for use with the sum of $205,000.00 appropriated for the pur- pose of installing a 12-inch water main on Chest- nut Street, Hillside Road and Turnpike Street. ARTICLE 25. To see if the Town will raise and ap- -- 36 w propriate, or transfer from available funds, the sum of $2,000.00, to renew water services to the property lines, place gate valves on hydrant branches and lower the 6-inch water main on Salem Street while the road is being reconstructed. Petition of Board of Public Works. Favorable action recommended. It is recom- mended that the sum of Two Thousand Dollars ($9-.000.00) be raised and appropriated for the purpose of this Article. ARTICLE 26. To see if the Town will raise and propriate, or provide by bond issue or transfer from avail- able funds, the sum of $5,700.00, to connect dead ends in the water distribution system on Silsbee Road, Green Hill Avenue, Dana Street, Pi]grim Road, Lyman Road and Moody Street. Petition of Board of Public Works. Unfavorable action recommended. ARTICLE 27. To see if the Town will vote to amend the Zoning By-Law and Map by changing from an Indus- trial to a General Business District the following parcel of land: That trace of land in North Andover, County of Essex, Massachusetts, bounded as follows: NORTHERLY by land now or formerly of the City of Lawrence, in two courses, 286.8 feet, more or less; EASTERLY by land now or formerly of Albert A. Steinberg, 201.86 feet, more or less; SOUTHERLY by Osgood Street, in two courses, 207.02 feet, more or less; and WESTERLY by land now or formerly of William Chepulis et ex, 200.9 feet, more or less. The area of the above described parcel of land is reduced by approximately 3,345 square feet taken by the Commonwealth of Massachusetts for highway purposes on March 14, 1961.
